- Description
- The United States Special Operations Command (USSOCOM) Directorate of Procurement intends to negotiate on a sole source basis with Raytheon Company, McKinney, TX. Only one responsible source and no other supplies or services will satisfy the Government�s requirements for common terrain following/terrain avoidance (TF/TA) radars for use on multiple Special Operations Forces (SOF) aviation platforms. In accordance with 10 U.S.C. 2304(c)(1) and FAR 6.302-1. The purpose of this procurement action is to award a multi-year contract (MYC) without competition to Raytheon Company, Cage Code 96214. The MYC will provide for common terrain following/terrain avoidance (TF/TA) that will provide operators with real time weather information, a ground map, and object detection and identification capabilities for use on multiple Special Operations Forces (SOF) aviation platforms. A sources sought synopsis (SSS) was publicized as required by DFARS 206.302-1(d) on 4 October, 2018.� There were three responses to the H9230418RTFTA posting.� Analyses were performed on the white papers submitted by the three respondents. After careful consideration of those analyses and all other material received as a result of the TFTA Sources Sought notification, the SKR PMO concluded that none of the respondents offer a suitable alternative to the existing TFTA system currently being pursued. After evaluation of the response received in response to the SSS, USSOCOM has determined that no other supplier can meet the requirement. The Silent Knight Radar fulfills the requirements of USSOCOM's Improved TFTA Navigation System Capability Development Document for SOF rotary and fixed-wing aviation fleets. The objective of the SKR program is to provide a single replacement for all legacy TFTA radar systems with a safe TFTA capability that has a Low Probability of Intercept and Low Probability of Detection (LPI/LPD) against identified threats. The SKR will supplement the APN-241 weather/ground map radar on MC-130J, replace the fielded APQ-174B Multi-Mode Radar (MMR) on the MH-47G and MH-60M, and replace the APQ-186 MMR on the CV-22. The SKR is required to interoperate with other current and future systems on each aircraft, and requires additional enhancements, development, and test to ensure continued interoperability and viability against emerging threats. The Government anticipates awarding one contract related to this announcement for a period of approximately three years with a potential maximum value of $360,000,000.00. This notice of intent is not a request for competitive proposals. However, all responsible sources may submit a capability statement or an exception to the Government's intent to purchase on a sole source basis, which shall be considered by the Government if received within fifteen (15) days of this notice. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government is not responsible for any cost incurred for submissions in response to this notice.
