Description

This is a Notice of Intent, not a request for proposal.� The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Wyatt Technolgy Dorporation, Goleta, CA 93117 to procure a DynaPro Plate Reader III. The vaccine Production Program Laboratory (VPPL) advances candidate products from the laboratory to the clinic; develops manufacturing processes and tests that provide material for Phase I/II clinical trials, with emphasis on techniques suitable for large-scale manufacture of vaccines; produces vaccine components at VRC facilities and through contract agreements and a cGMP pilot plant. and ensures the timelines of vaccine projects selected for clinical trial evaluation, prepares regulatory submissions, and develops appropriate pre-clinical testing for all vaccine products. The VPP Formulation laboratory executes Dynamic Light Scattering (DLS) analyses as part of all vaccine development projects executed at the VPP.� This analysis is necessary for development of vaccine Formulations, support of other development functions within the VPP, and development of an FDA required submicron particle assay for all antibody products manufactured at the VCMP (required for all antibody clinical trials).� The Place of performance is 9 West Watkins Mill Rd, Gaithersburg, MD 20878.� The statutory authority for this sole source requirement is 41 U.S.C.1901 (e) (2) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL.� All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-2005593) to Skye Duffner at skye.duffner@nih.gov, by 3:00 pm eastern standard time, February 11, 2020.� All responses received by the closing date of this synopsis will be considered by the Government.� A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
