- This special notice is issued in accordance with FAR Subpart 5.2, Synopses of Proposed Contract Actions. The United States Department of the Interior (DOI), the Bureau of Safety and Environmental Enforcement (BSEE) on behalf of the Bureau of Ocean Energy Management (BOEM), intends to solicit and award a sole source, Firm-Fixed Price Contract, under Federal Acquisition Regulation (FAR) Part 12 & 13, under the Sole Source Authority FAR 13.103-1(b)(1) as implemented by 10 U.S.C. 2304(c)(1) or 41 U.S.C. 253(c)(1) for BasinMod 2012 and BasinView Software Maintenance. The BOEM has existing software licenses to BasinMod; this software maintenance will allow for continued use of this software. The contractor Platte River Associates is the only entity capable of meeting the Government's requirement as BasinMod maintenance is peculiar to one developer and not available from resellers. The software is used by the BOEM Resource Evaluation Division to assess petroleum systems elements and hydrocarbon potential in the outer continental shelf of the United States. The period of performance for this requirement is one (1) base year and four (4) option years. It is anticipated that the purchase order will be issued on or before February 10, 2020. The applicable NAICS Code is 511210, Software Publishers with a size standard of $38.5M. This is NOT a request for competitive quotes. This notice of intent is for informational purposes only. However, all responsible sources may respond and will be considered by the Bureau if received by the Point of Contact (POC) listed below by close of business on February 06, 2020. (reference Solicitation No. 140M0120Q0011). A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
