- Amendment 0001 Posted 28 Jan 2020 The U.S. Army Corps of Engineers, Galveston District Office requires a construction contract for�the Sabine Pass to Galveston Bay, Texas Port Arthur & Vicinity Coastal Storm Risk Management Project Jefferson County, Texas PAV01 Levee Raise. a.�Project Description:� 1)�Sabine Pass to Galveston Bay, Texas Port Arthur & Vicinity Coastal Storm Risk Management Project Jefferson County, Texas PAV01 Levee Raise Station 877+00 to 933+15.� The scope of work includes of a BASE Schedule and OPTION 1 to reconstruction and raising approximately 1.1 miles of levee embankment on the Port Arthur and Vicinity levee system. The reconstruction and raising will entail partial excavation of the existing embankment, testing and proper disposal of all excavated materials, stripping of embankment slopes, use of deep mixing methods, placement of fill to reconstruct and raise the levee, placement of turfing over the newly constructed embankment, installation of embankment monitoring equipment, replacement of the all-weather access road on top of the levee and replacement of existing ramps from the top of levee to the adjacent property on the interior of the levee system. Temporary flood protection will be required as this project is improving an existing coastal storm risk management project. Utilities within the work area are poles for a security line, adjacent gravel road and pipelines crossing the levee. The work will be within an industrial facility, which will require all safety and security requirements of the property owner's facility to be followed, in addition to all USAGE safety requirements. 2)�Port Arthur Hurricane Flood Protection Project (HFPP) Harvey Repairs in Jefferson County, Texas. OPTION 2 will consist of repairing levee embankment slope failures in the city of Port Arthur, Texas. There are 5 different locations for the levee embankment slope failures all located within a 10 mile radius. This work will include removing existing disturbed soil from the levee and rebuilding the slope following moisture and compaction specifications. A portion of the existing disturbed soil will not be reused in the reconstruction of the levee, but instead disposed of following any federal/state laws. Any additional soils needed to complete the final grading will be transported to site from commercial barrow source. The reconstructed levee surface will then be sodded to restore vegetation coverage. Completion Time:� Base Schedule No. 1� is 470 calendar days.� If the contractor fails to complete the work within the time specified, the contractor shall pay liquidated damages to the Government in the amount of $3,602.00 for each calendar day of delay until the work is completed or accepted. The contractor will be required to provide Performance and Payment Bonds within (5) calendar days after award.� The contractor shall begin work within (10) calendar days after acknowledgement of the notice to Proceed.� The Solicitation issued will be Firm Fixed Price.� The magnitude of this project is between $10,000,000 and $25,000,000. The solicitation is advertised as �UNRESTRICTED-FULL & OPEN COMPETITION TO BOTH LARGE & SMALL BUSINESSES� utilizing Lowest Price Technically Acceptable (LPTA) source selection method.� See Section 00 22 11 for details on the proposal submittal instructions and evaluation criteria.� The Small Business Size Standard is $39.5 Million.
