- Veterans Health Administration Office of Academic Affiliations (OAA) STATEMENT OF WORK THIS IS NOTIFICATION OF AN INTENT TO SOLE SOURCE TO NATIONAL ACADEMIES OF SCIENCE (NAS). Global Forum on Innovation in Health Professional Education Period of Performance: One year from award of contract/task order with Option of four years at the discretion of the Government. Description of Need The requested need will support the Department of Veterans Affairs. The Office of Academic Affiliations (OAA) mission is to honor America s Veterans through the delivery of world class innovative health care services to advance and influence the health care of our Veterans. The success of our work and mission will require partnership with and the participation in a global community with thought leadership on improving the patient experience in healthcare. The Office of Academic Affiliations (OAA) in concert with the National Academy of Science (NAS) Board on Global Health proposes joint participation in a Global Forum on Innovation in Health Professional Education Workshops/Cluster Meetings. The vendor will be an established organization with a wealth of experience and information on conducting global forums on innovative health professional education and workshops. Specifically, the Office of Academic Affiliations is seeking to procure an organization that will host three cluster meetings and workshops every year, resulting in innovative cluster reports. It also seeks to maintain membership with the national academies of Global Forums, to receive educational training and recommendation of reports from the Forum, to disseminate relevant information throughout the Veterans Health Care system. The Department of Veterans Affairs will be an active member and participant of this think-tank forum. SUBJECT:�Global Forum on Innovation in Health Professional Education SUBJECT:� The Department of Veterans Affairs is conducting market research in order to provide global forums on innovation in health professional education. The Government anticipates awarding a Firm Fixed Price, Sole Source Contract to National Academy of Sciences. RESPONSE INSTRUCTIONS: Name, Address, and DUNS of Company Any small business designation as certified by the Small Business Administration A thorough description of experience in managing support requirements of this nature. A ball park range of estimate cost for services. CONTACT INFORMATION: Any questions related to this Intent to sole source shall be directed to Rita Baker at rita.baker@va.gov.� All information regarding Capabilities Statements or any other proprietary information relative to this Intent to sole source shall be submitted via email to rita.baker@va.gov no later than 4:00 pm EST on 02/14/2020.� DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Acquisition Plan Action Contracting Activity: Department of Veterans Affairs, Veterans Healthcare Administration, Office of Academic Affiliations (10X1) Global Forum on Innovation in Health professional Education. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The contract action is for attendance at the National Academy of Science, Global Forum on Innovation in Health Professional Education. The National Academy of Science, Global Forum on Innovation in Health Professional Education will be providing 3 meetings to include; workshops/cluster discussions and 3 innovation workshops/cluster reports as a result of each innovation workshop/cluster meeting. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The National Academy of Science, Global Forum on Innovation in Health Professional Education is a highly specialized group of professionals established by the National Science Academy /Institute of Medicine. This Board is currently the only global forum representing health professional educational needs in the United States and abroad. Participation by the Department of Veterans Affairs, Office of Academic Affiliations, is paramount to representing one of the United States leading healthcare organizations and the United States largest health professional education program. The National Academies of Science/Institute of Medicine is the only entity capable of providing the workshop/cluster meetings and reports described in Section 3, as they will be the facilitator of the forum and responsible for establishing the multi country, multi disciplinary committee. The Veteran s Health Administration could not facilitate or convene this Forum without experiencing substantial duplication of cost that could not be expected to be recovered through completion and unacceptable delays in fulfilling its requirements. Office of Academic Affiliations certifies that the National Academy of Science is the sole source experts for holding the Global Forum on Innovation in Health Professional Education. Market Research indicates that competing this contract to for profit , non profit, or commercial organizations (including GSA/FSS contract holders) would fail to serve the mission requirements as the National Academy of Science is the sole source for global healthcare forums, focusing on health professional education. Description of market research conducted and results or statement why it was not conducted: Market Research was conducted as follows: Acquisition History for the same requirement was reviewed, the following results were uncovered: Vendor: National Academy of Science Contract #: VA741-12-P-0119 Contract Type: Firm Fixed Price Item/Service: Global Forum Estimated Value: Strategy: Other than Full and Open Competition; Sole Source Vendor: National Academy of Science Contract #: VA268-12-P-0014 Contract Type: Firm Fixed Price Item/Service: Forum on Aging and Disability Estimated Value: Strategy: Other than Full and Open Competition; Sole Source Market Research was conducted as follows: A review of national contracts and prime vendors showed that this requirement for attendance at the National Academy of Science, Global Forum on Innovation in Health Professional Education was not available from a VA NAC Contract source or in the MSVP contract database. A GSA Advantage search was conducted using the key phrases Global Forum on Innovation in Health Professional Education and National Academy of Science; the search uncovered no matches. A search was conducted for Multi-VISN, single-VISN, or locally awarded BPA s issued by VISN, regional, or local VA contracting officers against Federal Supply Schedules and found that this requirement cannot be provided under a current WSNC BPA. A review of services which are on the Procurement list maintained by the Committee for purchasing from people who are blind or severely disabled (see Subpart 8.7); revealed that Ability One is not able to provide the services for this requirement at this time. A search was conducted in the SBA (Small Business Administration) website using NAICS code 541690 and the keywords Global Forum; no small businesses were uncovered as a result of the search. A search was conducted on the Vendor Information Pages (VIP) using NAICS Code 541690 and National Academy of Science; no results were uncovered using that search criteria. Based on the information uncovered during market research it is the determination of the Contracting Officer that the requirement for Global Forum on Innovation in Health Professional Education is available only through the National Academy of Science/Institute of Medicine of the National Academies. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b).
