Description

AMENDMENT #2: This amendment transmits the notes, photos, and register from the site visit (Attachment 8). AMENDMENT #1: Changes site visit date to 1-31-20 at 11:00 am. DESCRIPTION: This solicitation advertises a Design-Build contract to design and construct a new large onsite sewage system (LOSS) for the Hurricane Ridge Visitor Center to meet current and future peak flow conditions. The Contractor shall provide all materials, installation and management labor, transportation, insurance, bonds, administrative and other services to complete the proposed project. On-site work will occur during the summer of 2020. LOCATION: Hurricane Ridge, Olympic National Park, near Port Angeles WA. The park website is www.nps.gov/OLYM. DUE DATE AND TIME: Proposals are due by the date and time specified in Block 13 of the Standard Form 1442 or as stated in the most recent amendment (SF30). Note that the time shown in the General Information section of beta.SAM.gov may be wrong. Offers received after the time stated in the relevant SF1442 or SF30 but before the time shown at beta.SAM.gov are late and will be handled in accordance with FAR 15.208. All work will be performed under a single firm fixed-price construction contract subject to the Wage Rate Requirements (Construction), formerly known as the Davis Bacon Act. Per the general price ranges established in FAR 36.204, the project magnitude is estimated to be between $1,000,000 and $2,000,000. This is a best value procurement set-aside for small business concerns in accordance with FAR 19.5. Offers are solicited only from small business concerns. The North American Industry Classification System (NAICS) Code for this requirement is 237110, with a corresponding size standard of $39.5 million in average annual gross receipts for the past five years. The solicitation is available electronically only and can be downloaded along with all related attachments from the Contracting Opportunities section of www.beta.SAM.gov website. The Contractor is responsible for periodically checking the website for any amendments that may be issued prior to the closing date of the RFP. All eligible responsible sources may submit a proposal which shall be considered by the National Park Service, however offerors who have not established and/or maintained an active registration at www.SAM.gov prior to the offer due date and time will be considered either ineligible or non-responsive and will not be considered for award. NOTICE TO OFFERORS: The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
