Description
The subject requirement is for the acquisition of NSN 1095-01-317-7831, which is a Connector Unit, Ejector. The required quantity is 568 EA with delivery to Jacksonville, FL (SW3122). The solicitation contains a 100% option. The approved source for the code and P/N is Solo Enterprise Corp (09245), Raytheon Company (072E5), Marvin Engeneering Co (32067) and Klune Industries, Inc. (05DN8), P/N 1348AS1025. The proposed procurement includes items within the Federal Supply Class 1095. The Governments required delivery schedule is a total of 758 days ARO which includes 180 Days ARO for Government First Article Testing (GFAT) and 135 Days ARO for the Government review of the GFAT requirement. The requirement will result in an award for DLA Direct stock. FOB is Origin in accordance with First Destination Transportation. Inspection/Acceptance at Origin applies. The procurement will be in accordance with FAR Part 15. The solicitation will be available for download on the DLA Internet Bid Board System (DIBBS) at https://www.dibbs.bsm.dla.mil/RFP/ on or about 2/20/2020. The solicitation can only be found by searching the RFP/IFB database in DIBBS. The proposed contract is being solicited on an unrestricted basis using other than full and open competition and is not set-aside for small business. One or more of the items under this acquisition may be subject to an Agreement on Government Procurement approved and implemented in the United States by the Trade Agreement Act of 1979. All offers shall be in the English language and in U.S. dollars. All interested suppliers may submit an offer. While price may be a significant factor in the evaluation of offers, quotations will be evaluated according to ""Best Value"" procedures on the basis of Price, Past Performance and Delivery. An alternate source must submit data and be approved by cognizant Government engineering activity.� Based on market research this item is manufactured for military use only and is not commercial, therefore, the Government is not using the policies contained in FAR Part 12 in this solicitation for this item. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.� There are no technical drawings/bid sets available. This solicitation is not set-aside for small business. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, past performance and delivery.� Specifications, plans or drawings related to the procurement described are not available and cannot be furnished by the Government. This acquisition is for supplies for which the Government does not possess complete, unrestricted technical data. Therefore, the Government intends to solicit and contract with only approved sources under the authority of 10 U.S.C. 2304c(1).� This item has technical data some or all of which is subject to export-control of either the International Traffic in Arms Regulations (ITAR) or the Export Administration Regulations (EAR) and cannot be exported without the authorization of either the Department of State or the Department of Commerce prior to export.� Export includes disclosure of technical data to foreign nationals whether located in the United States or abroad.� This requirement applies equally to foreign national employees or U.S. companies and their foreign subsidiaries. DLA has enhanced its Joint Certification Program (JCP) registration and validation procedures.� Selected National Stock Numbers (NSNs) will require additional permissions to access the associated technical data.� In the event a vendor cannot access the technical data for a NSN in DLA cFolders, the vendor must submit a onetime request to jcpvalidation@dla.mil for technical data access consideration.� If a vendor has inquiries after having submitted required information to the JCP office, these inquiries are to be directed to DLAJ344DataCustodian@dla.mil. DLA processes the vendor's technical data request on a first come, first served basis.� Failure to comply timely with required information may result in lack of consideration for DLA solicitations.� It is vitally important that vendors provide correct company official name(s) and contact information in all correspondence.� DLA will work diligently on validating vendor requests.� Vendors will be notified within 3 business days of when their requests were approved.� However, DLA cannot guarantee that it can complete all validation requests by the due date for any solicitation responses
