8AN 8(a) Sole Source (FAR 19.8)
 

Description

The Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River,MD intents to negotiate and award a sole-source order to Collins Aerospace (CA) 400 Collins Road NE, Cedar Rapids, IA., 52498 to tailor the waveforms for the RT-2036(C) hereinafter referred to as the GEN6 radio, and ensure Foreign Military Sales (FMS) access to those waveforms can be controlled via certificates.� The proposed contract action is for services for which teh Government intends to solicit and negotiate with the only source under authority of FAR 6.302-1, ""Only one responsible source and no other supplies or services will satisfy the requirements."" CA is the Original Equipment Manufacturer (OEM) of the hardware, and is the only company that has the ability, resources, technology, and documentation necessary to modify, develop, produce, maintain and support these items.� Furthermore, CA is the sole designer, manufacturer, and supplies of the AN/ARC-210 radios.� The Government does not possess adequate data or the rights necessary to competitively award this requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS.� No contract will be awarded on the basis of offers received in response to this notice.� INterested parties, however, may identify their interest and capability by responing to the requirement.� The Government will consider all information received prior to closing date of this synopsis.� INformation received will be considered solely for the prupose of determining whether to conduct a comptetive procurement.� A determine not to compete this requirement is within the discretion of the Government.� No phone inquires will be entertained.� All inquires and concerns shall be addressed via email to Leanne Mattingly at leanne.mattingly@navy.mil or Lindsey Boka at lindsey.boka@navy.mil no later than 1700 EST February 19, 2020.� Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Governemnt in a furture procrement.
