DESCRIPTION: This announcement constitutes an official Request for Information (RFI) for the Enhanced Combat Helmet (ECH) Sensor Removal. The U.S. Army, Army Contracting Command � Aberdeen Proving Ground at Aberdeen Proving Ground, MD is conducting a market survey on behalf of Product Manager (PM) Soldier Protective Equipment (SPE) to identify potential sources to remove sensors in the ECH. This Request for Information (RFI) is for planning purposes only and should not be construed as a Request for Proposal or as an obligation on the part of the Government to acquire any services or hardware. Your response to this RFI will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or Government use of such information. No funds have been authorized, appropriated, or received for this effort. The information provided may be used by the Army in developing its Acquisition Strategy, Statement of Work and Performance Specification. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information submitted in response to same. The information provided herein is subject to change and in no way binds the Government to pursue any course of action described herein. The U.S. Government is not obligated to notify respondents of the results of this survey. BACKGROUND:� PM SPE requires removal of helmet sensors from the inner crown region of up to one thousand (1,000) ECH�s in the Army inventory.� The helmet sensors are secured with an adhesive to the inner crown of the ECH.� PM SPE engineering analysis and test results have identified that the helmet sensor degrades the ballistic performance of the ECH to an unacceptable level and, therefore, must be removed. OBJECTIVE: The objective is to have the helmet sensors and all residual adhesive and plastic remaining after the machining process, removed from the inside surface of the ECH.� This process will return the ECH to its required ballistic protection level. REQUESTED INFORMATION: Submission should be in electronic format that is either Microsoft Office compatible or in a PDF format. Submitted data will not be returned. If any of the material provided contains proprietary information, then mark and identify disposition instructions. Responses should include the following information: Any relevant recent experience (within the past 5 years) performing this type of work.� Please submit no more than 3 projects. Provide verification the potential offeror has access to a CNC machine and has the ability to write programs to perform this type of work. A schedule to complete the sensor removal for the first 350 helmets. A rough estimate of the cost per helmet. Provide Company Information to include: Company address Point-of-contact with telephone number, and e-mail address Type of business (i.e. Small Business, Large Business, 8a Small Business, Hubzone Small Business, Service Disabled Veteran Owned Small Business) SUBMISSION INFORMATION: Submission should be in electronic format that is Microsoft Office compatible or in a PDF.
