SOURCES SOUGHT ANNOUNCEMENT: Hill Airman and Family Readiness Center (A&FRC) Front Desk Clerk (Provide Front Desk Clerk to provide front desk reception support and information and referral services for Hill AFB employees and their families in support of the Airman and Family Readiness Center (A&FRC) at Hill Air Force Base) THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. The 75th FSS/FS is conducting market research to determine the availability, interest, and capability of potential business sources qualified and able to compete for a contract to perform Front Desk Clerk services located at Hill AFB. The information in this notice is based on the most current information available to date. This information is subject to change and is not binding to the Government. Updated information will be provided in future announcements and posted electronically on the Beta Sam Government homepage: (https://beta.sam.gov/). The Government shall not reimburse the costs of preparing responses to this request for information / sources sought notice. The Government intends to issue a solicitation in the February/March 2020 timeframe for the acquisition of Front Desk Clerk Services to be performed at Hill AFB. The estimated contract period including all option years is from 1 April 2020 through 1 October 2025. The successful contractor shall provide all management, tools, supplies, equipment, labor, transportation, supervision, and any other items and/or services necessary to perform the Front Desk Clerk position in support of the Hill A&FRC which consists of handling multiple phone-calls, walk-in duties, greeting visitors, ascertain the nature of the call or visit, direct clients to appropriate program manager destination in the A&FRC, schedule customers for A&FRC workshop/classes, maintain/develop all in-house referral tools such as phone lists, referral databases, front desk referral books, appointment books, etc. Also, complete customer transactions such as program voucher issuance and sponsor package dissemination. Maintain confidentiality of all individual and family data concerning sensitive, personal or private information made available to the contractor during the execution of his or her duties, etc. as described in the Performance Work Statement (PWS). The contractor is expected to effectively accomplish PWS requirements in a way that fosters pride and ownership in the services performed. The NAICS code for this requirement is 561110, Office Administrative Services with a Small Business Size Standard is $7,500,000. The Government requests interested parties to fill out the attached Sources Sought Survey, and review the ""DRAFT"" PWS to ensure your company is capable of meeting the requirement. Qualified companies who believe they can meet this requirement, and are interested/intend to submit a proposal in response to a future solicitation should 1. Review the Draft PWS. -Ensure your company is qualified and capable of meeting this requirement. 2. Fill out the Sources Sought Survey. (Rename the file to include your business name, and label email response subject line as "" Sources Sought Response Hill A&FRC Desk Clerk x Name of Company ""), 3. Submit the sources sought survey to the contract administrator: Brittney Sonnier via email: brittney.sonnier@us.af.mil no later than 18�February 2020 by 2:00 PM MST. Interested parties may include relevant attachments such as a copy of your SAM profile, SBA certifications, and a brief capabilities statement limited to three (3) pages in length. The Government is interested in quantifying and pre-qualifying the likelihood of competition for Front Desk Clerk Services at Hill,� AFB. This announcement serves as the first step for Hill AFB to determine sources capable of providing this service. This is a Sources Sought Announcement only; no solicitation exists or is available at this time. Requests for a solicitation shall not receive a response. This announcement shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. OMBUDSMAN (OCT 2019) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors,potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strictconfidentiality as to the source of the concern. The existence of the ombudsman does not affect theauthority of the program manager, contracting officer, or source selection official. Further, theombudsman does not participate in the evaluation of proposals, the source selection process, or theadjudication of protests or formal contract disputes. The ombudsman may refer the interested party toanother official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues,disagreements, and/or recommendations to the contracting officer for resolution. Consulting anombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bidprotests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMBCircular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, the interested party may contact theombudsman, [Mrs. Lisette Leduc AFMC OL_H/PZC 801-777-6549, lisette.leduc@us.af.mil]. Concerns,issues, disagreements, and recommendations that cannot be resolved at theCenter/MAJCOM/DRU/SMC ombudsman level, may be brought by the interested party for furtherconsideration to the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting),SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (571) 256-2395,facsimile number (571) 256-2431. (d) The ombudsman has no authority to render a decision that binds the agency. (e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer.
