Description
This is a Sources Sought to conduct market research for developing a procurement strategy for an upcoming requirement for a Design-Bid-Build construction contract for an addition to the Flight Simulator Training Facility at Fairchild Air Force Base, near Spokane, WA. THIS IS NOT A SOLICITATION ANNOUNCEMENT. A solicitation is currently not available. After review of the responses to this notice, and if the Government still plans to proceed with the acquisition, a separate solicitation announcement will be published in Federal Business Opportunities. Responses to this Sources Sought will not be used as adequate responses to any future solicitation announcement. This Sources Sought notice is a market research tool used for planning purposes only to gain knowledge of the interest, capabilities, and qualifications of interested firms. The North American Industry Classification System (NAICS) Code for this project is 236220 with a small business size standard of $36.5M. A concern is considered a small business pursuant to 15 U.S.C. �632(a)(2)(C)(i-iii) and 13 CFR 121. PROJECT INFORMATION: The Seattle District is anticipating solicitation of a single-story, 4,200 Square Foot (SF) addition to house a third KC-135 operational flight trainer (OFT) at Fairchild Air Force Base, near Spokane, Washington. The facility will include a 50'x50'x40' high bay to house the OFT, associated briefing rooms, a computer room, a hydraulic power unit room, and supporting mechanical, electrical and communications spaces. The flight training facility is located immediately adjacent to the Fairchild AFB airfield and construction is expected to impact the airfield boundary. This facility will include classified spaces, classified and unclassified information systems, fire protection and alarm systems, and Energy Monitoring Control Systems connections. Sustainable Design and Development and Energy Policy Act 2005 features will be provided. Supporting facilities, including site development, utilities and connections, lighting, paving, walks, curbs, and gutters, storm water retention, and landscaping are all inclusive to the project. Measures in accordance with the Department of Defense Minimum Antiterrorism for Building standards will be provided. Access for individuals with disabilities will be inclusive to the project. The project will be 100% design complete prior to solicitation. The magnitude of this construction project is between $1,000,000 and $5,000,000. SUBMISSION REQUIREMENTS Interested firms should submit a capabilities package limited to five (5) pages and include the following: Firm's name, address (mailing and URL), point of contact, phone number, and email address. Examples of past projects as the Prime Contractor/Joint Venture (J-V) similar to the scope above. Contractor must provide a brief description of experience in performing similar projects for construction of similar size, complexity and scope completed within the last six years. Examples should include the following information: Evidence of demonstrated experience with the construction of facilities of similar function, size, (approximately 5,000 SF) and complexity; Evidence of demonstrated experience with construction projects within or contiguous to an active military airfield; and A description of the project, customer name, timeliness of performance, customer satisfaction and dollar value of each project. CAGE code and DUNS number of your firm. Firm's Joint Venture Information, if applicable. Bonding Limits: (1) Single Bond, (2) Aggregate. NOTE: PRIME CONTRACTOR MUST BE ABLE TO BOND FOR THE ENTIRE AMOUNT OF THE PROJECT. Please note that this research is for planning purposes only and does not constitute a solicitation for competitive bids/proposals and is not to be construed as a commitment by the Government. However, all interested parties who believe they can meet the requirements are invited to submit, in writing, complete information describing their interest and ability to meet all requirements stated above. Associations may be as joint ventures or as key team subcontractors. Responses to the Sources Sought notice should be received as soon as possible but no later than 12:00 pm (Pacific Time) on Tuesday, 18�February 2020.
