- This is a market survey to identify whether there are any sources of supply (manufacturers or suppliers) other than L3Harris Technologies, Inc., the Original Equipment Manufacturer (OEM) of the Single Channel Ground and Airborne Radio System (SINCGARS) Radio Systems, have capability to supply ALL of the SINCGARS spare parts listed on the Attached Market Survey Notice.� SINCGARS is a family of Very High Frequency-Frequency Modulation (VHF-FM) combat net radios designed to provide the primary means of command and control for combat, combat support, and combat service support units. To enhance the survivability of the communications system, SINCGARS provides a resistance to jamming via Electronic Counter-Countermeasures (ECCM) capability using single channel offset or frequency hopping. �The SINCGARS family of radios has the capability to transmit and receive voice and digital data, and is consistent with North Atlantic Treaty Organization (NATO) Interoperability requirements. SINCGARS is the primary soldier-to-soldier communications system and is one of the five major communications / data elements that provide seamless digital communications to the Army end user. The Government intends to issue a solicitation on a sole source basis to the OEM for the Life of Time (LOT) buy of the SINCGARS spare parts due to the obsolescence issues and the incomplete Technical Data Packages for the SINCGARS the Government possesses.� The SINCGARS radio system is a legacy product that has been experiencing major obsolescence setbacks.� L3Harris Technologies, Inc. is the only known source of supply that possesses sufficient quantities of the obsolete materials for manufacturing of these spare parts and supporting the LOT buy effort.� The Government has no intention to conduct the redesign efforts of these SINCGARS spare parts that are experiencing obsolescence issue because of the age of the radio and the significant cost for the redesign efforts. As stated above, the Government possesses the incomplete Technical Data Packages for the SINCGARS because some of the technical data for the SINCGARS are unavailable from the Government.� Most of unavailable technical data are the Hex Code programming software files, which are used to program the microcircuits prior to installing them into the Circuit Card Assemblies and/or program the microcircuits in Circuit Card Assemblies level after they are installed into the Circuit Card Assemblies, and the Truth Table Pattern files, which are used to verify the functionality of a Custom Large Scale Integrated Circuit (CLSI).
