THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation for bids, proposals, proposal abstracts, or quotations. The purpose of this Sources Sought Notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. The responses received from interested contractors will assist the Government in determining the appropriate acquisition method. The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 20, is conducting market research to identify potential sources which can provide two fully automated lensmeters Brand Name or Equal to Visionix the following Items: QTY Part# Description 1. 2 EA 30140000-10 VX40 Fronto auto wavefront Windows 10 2. 1 EA Training and Installation 3. 15 EA 4100-0104-00 VX40/VX120/ER 32 mm Ext. Dia Paper Roll Salient Characteristics Fully automatic measurement of glasses within 15 seconds Wavefront lens analysis Wavefront lens mapping; spherical, cylindrical and prismatic maps for all measurements Up to 1350 points of measurements using Shack-Hartman wavefront sensor Automatic PD measurement Automatic prism calculation with patient pupillary diameter entered Automatic vertical prism detection UV measurement function allows one to measure glasses for both eyeglasses and prescription sunglasses Sphere measured to -15 to +10 diopters Cylinder measured to +/- 10 Diopters Prism measures to 10 Prism Diopters Addition measurement measures up to +10D Potential Businesses having the capabilities necessary to provide the above stated equipment services are invited to respond to this Sources Sought Notice via e-mail to Gregory.watson2@va.gov no later than 02/09/19. No telephone inquiries will be accepted. RESPONSES SHOULD INCLUDE THE FOLLOWING INFORMATION: company name, address, and business size, point of contact name, phone number, and e-mail address, Please note whether system is presently offered on a current Government contract. NAICS Code 333314 is applicable to determine business size standard. Any questions or concerns may also be directed to Gregory.watson2@va.gov via e-mail. GREY MARKET REQUIREMENTS (a) Gray market items are Original Equipment Manufacturer s (OEM) goods sold through unauthorized channels in direct competition with authorized distributors. This procurement is for new OEM medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts) for VA Medical Centers. No remanufactures or gray market items will be acceptable. (b) Vendor shall be an OEM, authorized dealer, authorized distributor or authorized reseller for the proposed medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts), verified by an authorization letter or other documents from the OEM, such that the OEM s warranty and service are provided and maintained by the OEM. All software licensing, warranty and service associated with the medical supplies, medical equipment and/or services contracts for maintenance of medical equipment shall be in accordance with the OEM terms and conditions. (c) The delivery of gray market items to the VA in the fulfillment of an order/award constitutes a breach of contract. Accordingly, the VA reserves the right enforce any of its contractual remedies. This includes termination of the contract or, solely at the VA s election, allowing the Vendor to replace, at no cost to the Government, any remanufactured or gray market item(s) delivered to a VA medical facility upon discovery of such items. Disclaimer and Important Notes: This Sources Sought Notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. The Government will treat any information received as proprietary and will not share such information with other companies. Any organization responding to this Sources Sought Notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. The Government may or may not issue a solicitation as a result of this announcement. There is no solicitation available at this time.
