- Description
- Dear prospective Offerors: The United States Government, represented by the U.S Agency for International Development (USAID) to Moldova, intends to release a solicitation for the Effective Justice indefinite-delivery indefinite-quantity (IDIQ) contract and Task Order 1 (TO1) Model Court Initiative, as further detailed below. The intended contract will be a single award (IDIQ) contract with the possibility of multiple Task Orders. The total combined ceiling for the IDIQ and all Task Orders is anticipated to be $19.5 million with a five-year ordering period. Task Orders could be issued on a cost reimbursement and/or fixed price basis and can continue for two years beyond the ordering period. The goal of the proposed Effective Justice IDIQ is to foster an efficient, accessible and transparent justice system that uniformly applies the rule of law. Effective Justice will be implemented throughout Moldova. The goal of Model Court Initiative TO is to improve the performance of courts in delivering quality justice services and to improve the connection between courts, communities, and system users.� The intended TO1 will be a cost plus fixed fee contract with a period of performance of three years and a total estimated cost between $5,000,000 and $6,000,000. The applicable NAICS Code is: 541990 - All Other Professional, Scientific, and Technical Services. The solicitation is anticipated to be released on February 20, 2020 and will be made available electronically on www.beta.sam.gov. All responsible offerors will be invited to submit a proposal.�Offerors are encouraged to check https://www.beta.sam.gov regularly to obtain additional information on this requirement. Except for the information provided herein, no additional information regarding this planned RFP is available at this time. This notice does not obligate USAID to release a solicitation or award a contract nor does it commit the Government to pay for costs incurred in the preparation and submission of a proposal. In addition, final award(s) cannot be made until funds have been fully appropriated, allocated, and committed and internal USAID procedures have been completed.
