Description

� The Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to negotiate and award an Advance Acquisition Contract (AAC) for Low Rate Initial Production (LRIP) Lot 5 in Fiscal Year (FY)19 and a fixed price type contract for LRIP Lot 5 in FY20 to Northrop Grumman Systems Corporation (NGSC), San Diego, CA, on a sole-source basis to procure the MQ-4C Triton Unmanned Aircraft System (UAS) and related supplies and services. � The LRIP Lot 5 AAC will procure long lead items (e.g. components, material, parts, and associated efforts) required to maintain the planned production schedules for United States Navy and potential International requirements.� It is anticipated that the LRIP Lot 5 contract will procure unmanned aircraft, main operating bases, forward operating bases, trade studies, non-recurring engineering costs (e.g. parts obsolescence engineering and productionization), engineering change orders, integrated logistics support (ILS), interim contractor support, trainers, and support equipment. � The Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 2304(C)(1) and FAR 6.302-1, ""Only one Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements"" for the proposed LRIP 5 action.� NGSC is the sole designer and developer of the MQ-4C Triton UAS.� This contract is a follow-on contract for the production of a major system and award to any other source other than NGSC would result in substantial duplication of cost to the Government that is not expected to be recovered through competition.� � THIS IS NOT A REQUEST FOR PROPOSAL.
