- COmbined Synopsis/Solicitation for Commercial ITEMS This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation.� Proposals are requested and a written solicitation will not be issued. The synopsis/solicitation reference number is F1M0D10009AW01 and is being issued as a Request for Quote (RFQ). The RFQ format is attached to this combination synopsis/solicitation that will be used to submit quotes. This solicitation document and incorporated provisions and clauses are those in effect through FAC 2019-06 Item 1, Effective 10 Sep 2019. This acquisition is 100% small business set-aside under NAICS code 532490 with a size standard of $32.5 million. Contractor shall submit a quote for asbestos sampling analysis services for Polarized Light Microscopy (PLM), Transmission Electron Microscopy and Phase Contrast Microscopy. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution.
