- Request for Information (RFI) 19FS1A20N6000 Foreign Service Institute (FSI) Transition Center Training Division (FSI/TC/T) Delivery of �Hostage Survival� Presentations for Security Overseas Seminar (MQ911) DOS/FSI/TC/T requires a vendor to design and deliver �Hostage Survival� presentations as a component of their Security Overseas Seminar. This Request for Information (RFI) is issued solely for information and planning purposes only and is not a Request for Proposals or Quotes (RFP or RFQ) or an obligation on the part of the Government to acquire any services. Responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. The Government reserves the right to determine how it should proceed as a result of this notice. Furthermore, those who respond to this RFI should not anticipate feedback with regard to their submissions. The Government will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party's expense. The information provided in this RFI posting is subject to change and is not binding on the Government.� The Department of State, Foreign Service Institute is seeking qualified sources to perform the services outlined in the attached Draft Performance Work Statement (PWS).�� Please carefully review the Draft PWS and respond according to the directions following stated below. The Foreign Service Institute is actively seeking a qualified contractor to deliver the session �Hostage Survival� for the Security Overseas Seminar (SOS).� The overall aim of the SOS is to motivate individuals to identify the security threats overseas and to develop a plan for managing/mitigating the risks in both their personal and professional life when operating online.� The two-day program is offered approximately twenty (20) times a year and utilizes a variety of presentation formats in order to maximize the efficiency of the seminar.� This program requires the services of a qualified and experienced presenter(s) to deliver the presentation on hostage survival in the overseas environment. The hostage survival session occurs on the second day of the seminar, typically Tuesdays.� The session is 70 minutes total; 60 minutes of presentation plus an additional 10 minutes for questions from the students afterwards.� The presentation titled, Hostage Survival, will contain, but is not limited to the following topics: U.S. Government position and general procedures during an isolation or abduction; actions to prepare and respond to different types of captivity; stages of hostage taking and captivity, factors to consider relating to escape from captivity; post-recovery support process/reintegration; and common psychological responses in the aftermath of being held captive.
