Description
1. The Millennium Challenge Corporation (�MCC�) and the Government of Benin (the �Government� or �GoB�) have entered into a Millennium Challenge Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Benin (the �Compact�) in the amount of three hundred seventy-five million United States Dollars (375 000 000 USD), (�MCC Funding�). The Government, acting through Millennium Challenge Account-Benin II (the �MCA Entity�), intends to apply a portion of the MCC Funding to eligible payments under a contract for which this Invitation for Bids (IFB) is issued. Any payments made under the proposed contract will be subject, in all respects, to the terms and conditions of the Compact and related documents, including restrictions on the use of MCC funding and conditions to the disbursements of MCC funding. No party other than the Government and the MCA-Benin II shall derive any rights from the Compact or have any claim to the proceeds of MCC Funding. 2. The Benin Power Program consists of four (4) Projects: (i) Policy Reform and Institutional Strengthening Project; (ii) Electricity Generation Project; (iii) Electricity Distribution Project; and (iv) Off-grid Electricity Access Project. The objective of the program is to increase the productivity and production for businesses, generate more economic opportunities for households and improve the capacity to provide public and social services by improving the quantity and quality of power supply. The Compact Program will be executed over a period of five (5) years upon the Compact Entry into Force (EIF). The Power Compact of Benin entered into force on June 22, 2017. This IFB is part of the activities under the Benin Compact Environmental and Social Performance. 3. This IFB follows the Amendment #2 to the Compact General Procurement Notice N�6 that appeared in dgMarket on December 9th, 2019, UNDB Online on December 11th, 2020, on the MCA Entity website www.mcabenin2.bj on December 6th, 2019, and the local newspaper �la Nation� and �le Matinal� on December 9th and 12th, 2019. 4. MCA-Benin II, acting on behalf of the Government of Benin, now invites Bidders to provide their best offer for the �Selection of a Service Provider for waste management identified by the Hazardous Materials Study�. More details on these services other than consulting services are provided in the Section VII (�Purchaser�s Requirements�) of the current bidding documents. 5. The IFB is open to all eligible entities (�Bidders�) who wish to respond. 6. The non-consultant services and the contract to be awarded consist of tasks below: - Base tasks: Management of hazardous materials, ordinary industrial waste, contaminated soil and water resulting from work carried out within the framework of MCA-Benin II Program. - Optional tasks (if MCA-Benin II decides to exercise them): o Option 1: Development of the temporary storage area for excess, contaminated or potentially contaminated soil, supply and delivery of membranes; o Option 2: Additional services for sampling, selection, analysis, diagnostics, oil changes, packaging in drums or portable tank, retrofilling; o Option 3: Asbestos diagnostic services and management of asbestos-containing materials; o Option 4: Recovery and packaging services in SF6 gas cylinders. 7. A Bidder will be selected using the Quality and Price Based Selection (QPSB) method as part of Open Bidding procedures, described in the relevant sections of the Bidding Document. Bidders are informed that these procedures are governed by MCC Program Procurement Guidelines (PPG�) which can be found on the MCC website: www.mcc.gov. 8. The Bidding Document consists of PART 1 � BIDDING AND SELECTION PROCEDURES - Section I - Instructions to Bidders (�ITB�) : This section provides information to help prospective Bidders prepare their Bids; it also provides information on the submission, opening, and evaluation of Bids and on the award of Contracts ; Section II - Bid Data Sheet (�BDS�) : This section sets out the particular requirements for the specific procurement and supplements the information included in Section I. Instructions to Bidders; Section III - Qualification and Evaluation Criteria : This section describes the requirements for the qualifications of the Bidder ; Section IV - Technical and Financial Bid Forms: This section contains the forms to be completed by the Bidders and submitted as part of their Bids ; PART 2 � PURCHASER�S REQUIREMENTS, Section V - Schedule of Requirements : This section includes the detailed list of Non-Consulting Services, the Delivery and Completion Schedules, and the Technical Specifications that describe the Non-Consulting Services to be procured ; PART 3 � CONDITIONS OF CONTRACT AND CONTRACT FORMS, Section VI - Contract Agreement and General Conditions of Contract (�GCC�) : This section contains the form of Contract proposed to be entered into between the MCA Entity and the Service Provider ; Section VII - Special Conditions of Contract (�SCC�) and Annex to Contract : This section contains the form of those clauses of the Contract that supplement the GCC. This section also includes Annexes to the Contract; Section VIII - Contract Forms: This Section contains forms which, once completed, will form part of the Contract. The forms for Performance Security and Advance Payment Security, when required, shall only be completed by the successful Bidder after contract award. 10. A Pre-Bid meeting and site visits will be held as described in the Bid Data Sheet (�BDS�), Section II of the Bidding Document. Attendance is strongly advised for all interested Bidders or their representatives but not mandatory. 11. All Bids must be accompanied by a Bid Security in the form and amount specified in the BDS. 12. The closing date and time for receipt of Bids is February 28, 2020 at 10:00 a.m. (Cotonou, Benin time). Bids received after this time and date shall not be considered and will be returned unopened at the written request and cost of the Bidder. Please note that electronic Bids will not be accepted. Bidders should be aware that distance and formalities of access to MCA-Benin II office may require more time than expected delivery time.
