- Request for Quotations - RFQ # 140P8320Q0016 Archeological Survey, North Cascades National Park Service Complex, Stehekin, Washington The National Park Service (NPS), is requesting quotations for Professional Services for an Archeological Survey of the Stehekin Valley Road Reroute and Riparian Zone Plan Pilot Project, at North Cascades National Park Service Complex (NOCA) / Lake Chelan National Recreation Area, Stehekin, Washington. This RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC 2020-04 / 1/15/2020) and is set aside for small businesses; NAICS 541720 Archeological research and development services contractors, with a small business size standard of $22 million average annual gross receipts for the past three years. Any resulting contract will be subject to the Service Contract Labor Standards, Wage Determination # WD 2015-5541. The Government intends to make a Firm Fixed Price, Simplified Acquisition (FAR Part 13), Best Value Award to the responsible quoter whose quote conforming to the RFQ will be most advantageous to the NPS, price and other factors considered. The National Park Service (NPS) encourages the participation of disadvantaged and women-owned businesses. Background and Purpose: The NPS is interested in contracting Archaeological work for the purpose of entering into a single Firm Fixed Price professional services contract for two (2) separate archeological survey projects located in Stehekin, WA. These projects are 1) Stehekin Road Reroute; and 2) Riparian Zone Plan Pilot Project. Additionally, and depending on the results of the archeological survey, the NPS may wish to include an Optional service for Archeological Testing and National Register Evaluation. Detailed information for each project is provided in the attached Scope of Work (SOW). Location: North Cascades National Parks, Stehekin Complex and the town of Stehekin is a remote community located at the head of Lake Chelan in Chelan County, WA. The town has limited services, no cell phone reception and is only accessible by passenger ferry, airplane, or on foot. The Stehekin Valley road is an isolated stretch of roadway that does not connect to any other roads. Cars/vehicles must be transported to Stehekin via a barge from the city of Chelan, therefore the road serves only local residents (population of 75), NPS employees, and tourists. Due to remoteness of the site and the logistics and costs involved with transportation, lodging, meals etc., interested quoters are advised (urged) to verify scheduled ferry/barge runs, lodging availability, meal service etc., and thoroughly research pricing and related costs prior to submitting a quote!!
