(SWRI) on 8 September 2017 under Other Than Full & Open Competition. Description:� � The United States Air Force through Air Force Life Cycle Management Center (AFLCMC) is contemplating a Firm Fixed Price, non-commercial services contract for Joint Reliability and Maintainability System (JRAMS) previously identified as the Long Term Management System. The line items cited below are for one (8) eight-month contract period. This requirement is anticipated to be sole sourced. Estimated Performance Period:�������� 1 March 2020 � 31 October 2020 Place of Contract Performance:� Tinker AFB, OK Set-Aside Status: �N/A NAICS Code: 541511 Export Controlled - No SAM registration is required to receive any award. Contractors can register electronically at http://www.sam.gov Anticipated line items include but are not limited to the following: U.S. Air Force 0001 Base Year - Sustainment (FFP) 0002 Base Year - Big Safari Aircraft Flight Data Recorder (FFP) Electronic procedure will be used for this solicitation. � Mandatory Language: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source, Southwest Research Inc., under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. IAW FAR 5.207(c)(16)(ii) All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. One or more of the items under this acquisition may be subject to an Agreement on Government Procurement approved and implemented in the United States by the Trade Agreements Act of 1979. All offers shall be in the English language and in U.S. dollars. All interested suppliers may submit an offer. The solicitation document contains information that has been designated as ""Militarily Critical Technical Data."" Only businesses that have been certified by the Department of Defense, United States/Canada Joint Certification Office, and have a valid requirement may have a copy of the solicitation document. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
