Description
The purpose of this FAACO announcement is to request information necessary for the FAA to evaluate and select contractors that meet the FAA's minimum qualification requirements for this project. Those contractors that meet the FAA's minimum requirements will be placed on the prequalified contractors list for this project. Electronic specifications and drawings will be issued to the prequalified contractors with the Screening Information Request (SIR). The FAA is seeking competent and�contractors to reseal the air traffic control tower (ATCT) at William P. Hobby Airport in Houston, Texas. The contractor will be required to provide all labor, materials, supplies, and equipment (except Government furnished) to perform this work in accordance with the specifications and with all local, state, and federal laws. This is not a Screening Information Request (SIR) or Request for Proposal (RFP). The work is at a critical facility that must remain fully operational. The Contractor shall not interfere with or disrupt air traffic operations. The Contractor shall comply with all procedures, rules and regulations of the facility authorities including limitations on equipment, allowable work hours, and other issues to ensure uninterrupted operations. All work shall be in accordance with the specifications and drawings. This project will be awarded using tiered evaluation methods with the following tiers, listed in order of precedence, being utilized: 8(a) contractors SDVOSB contractors Small business contractors The North American Industry Classification System (NAICS) is 238190, Other Foundation, Structure and Building Contractors. The small business size standard is $15.0 million. The project magnitude is between $1,000,000 and $5,000,000. A mandatory site visit will be required. The date, time, location, and point of contact will be provided with the SIR. The contractor receiving award is expected to perform at least 25% of the work utilizing their own employees. Contractors must have an active registration in System Award Management (SAM) before award can be made. Contractors can register at www.sam.gov/. AN OFFEROR MUST MEET THE FOLLOWING GO/NO-GO CRITERIA IN ORDER TO RECEIVE A SOLICITATION PACKAGE. Using the Past Performance/History for (Attachment No. 1), provide a listing of at least three (3) past or current reseal contracts/projects your firm performed for construction efforts, in the same size ($1,000,000 and $5,000,000) and scope of this project. Contracts/projects must be either in process or within the last 5 years. Scope is described above. Similar work must include FAA Centers, Towers or other life-critical facilities. Contractor shall identify the contracting agency, (FAA, Other Federal, State, local governments, and private). Contractor must provide the contract number or project identifier, which includes a point of contact and phone number. 8(a) contractors must provide their SBA certification letter. SDVOSB contractors must provide their self-certification from Veteran's Affairs. Complete and return the Security Notice to Prospective Offerors (Attachment No. 2) The information provided will also be used as part of the responsibility determination. FAILURE TO SUBMIT ALL REQUIRED INFORMATION WILL DEEM THE REQUEST FOR SOLICITATION AS NON-RESPONSIVE. Requests received after this date and time will not be honored. No telephone requests will be accepted. Please note that the FAA is not subject to the Federal Acquisition Regulations (FAR) and is instead regulated by the Acqusition Management System (AMS).
