- The National Park Service, Interior Region 9, Olympic Major Acquisition Buying Office, intends to issue a Request for Proposal (RFP) for a construction requirement at John Day Fossil Beds National Historic Site in Kimberly, OR. Work will consist of furnishing all labor, materials, tools, supplies, equipment, transportation, and supervision necessary to include: the improvement and repair .6 mile of Hancock Field Station Road for all weather access for emergency vehicles, park staff, partners, and visitors. SOLICITATION NUMBER: 140P8320R0004 PUBLICIZING: The official solicitation (RFP) and its attachments will be issued and available NLT 28 February and will be posted to the beta.SAM.gov website at https://beta.sam.gov and the FedConnect website https://www.fedconnect.net/. The contracting office will not provide hardcopies or email copies of the solicitation. PROJECT MAGNITUDE: Between $250,000 and $500,000. TYPE OF CONTRACT: This will be a firm-fixed price contract expected to be awarded to a prime contractor by mid-April. Federal Construction Wage Rates for Grant County, Oregon will apply. EVALUATION FACTORS: Technical, Past Performance and Price. North American Industry Classification System (NAICS) CODE CLASSIFICATION and SET ASIDE: The NAICS Code is 237310, and the size standard is $39.5 million. This project is set aside 100% for HubZone Small Business Concerns. SITE VISIT: A site visit date, time, and meeting location will be announced in the solicitation. Offerors are highly encouraged to attend the scheduled site visit to inspect the site and to ensure they fully understand the requirement and conditions that may affect the cost of the project, specifications, and performance.
