��������������������������������DEPARTMENT OF JUSTICE ������������������������� OFFICE OF JUSTICE PROGRAMS ���������������� OFFICE OF CHIEF INFORMATION OFFICER ������������������������������������������DIGITAL EXPERIENCE MONITORING(DEM) ***NOTE*** IF THERE ARE NO UPDATES TO YOUR ORIGINAL RESPONSE, NO RESUBMISSION IS REQUIRED This is a Sources Sought Notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The Department of Justice (DOJ), Office of Justice Programs (OJP), Office of the Chief Information Officer (OCIO) is issuing this notice to obtain information to assist in developing the acquisition for Information Technology Digital Experience Monitoring (DEM). The OJP enterprise consists of geographically dispersed Data Centers (physical and virtual), along with multiple cloud footprints such as Software as a Services (SaaS), Platform as a Service (PaaS), and Infrastructure as a Service (IaaS).� In addition, auxiliary services such as Content Development Network (CDN), Domain Name Service (DNS), Application Programing Interface usage (API), mobile services, Internet of Things (IoT), Video Desktop Infrastructure (VDI), and Microservices are heavily utilized by various OJP web-based applications. OJP has approximately 1200 internal users and about 74,000 registered external users.� We expect to have approximately 5000 active users at any given time. Therefore, the target is a minimum 5000 and Max is 74,000 (external concurrent users). These applications are mission critical and require effective and efficient delivery of digital services to OJP internal mission users and the general public. In other words, OJP needs to determine the Quality of Experience (QoE) delivered by its� digital services across the above-mentioned digital footprints such as Cloud, CDN and Microservices. In order to determine this quality of its overall digital experience, OJP is seeking a Digital Experience Monitoring (DEM) solution that could provide performance insights into the above-mentioned collection of digital services. These insights should be able to assist and guide the OJP digital transformation team to deliver reliable performance metrics and an improved user experience across OJP enterprise. Furthermore, this DEM system should contribute to the enhancement and optimization of the end-user experience which is a strategic goal of OJP digital transformation initiative.� The following salient characteristics should be fulfilled by the potential solution.� Identify digital experience performance gaps across Data Centers, SaaS, PasS, IaaS, IoT, CDN, DNS, SSL, API, mobile, business transactions, streaming, and Microservices Provide the ability to monitor user experience across non-domain specific platforms Ability to integrate with Cloud Access Security Broker and provide new insights and metrics Provide user-centric metrics on application performance (last mile of application transactions) Provide Service Level Agreement (SLA) and Service Level Objectives (SLO) to the customer rather than monitoring of internal applications. This capability should be provided within a cloud-induced performance visibility gap context Device-centric performance impact analysis: reveal where performance impact occurs Ability to capture and report user interactive interaction, engagement activities, and trends which can be used to identify efficiencies and/or inefficiencies in the user interaction which can be used to improve overall user experience Provide transaction monitoring for applications and network path analysis hosted as a PaaS or SaaS platform with analytics, curated dashboards, funnel analysis, triggers, outliers, insights, and key performance indicators Identify root causes of availability and performance issues Determine internal user experience due to usage of Thick Clients Real time ability to monitor users� performance Proactive monitoring from any location around the globe INFORMATION SUBMISSION INSTRUCTIONS: The response to this notice is limited to ten (10) single sided pages (including all attachments, charts, etc.). In addition to answering the questions above, the response should also include the following information clearly marked on the first page of the response: Business concern�s name, points of contact, and cage code Business concern�s current business size status Business concern�s applicable GWAC (i.e. Federal Supply Schedule(s)) All responses to this Sources Sought Notice must be submitted electronically (via e-mail) to Yolanda Brown(Contractor), Contracts Specialist, at yolanda.brown@usdoj.gov. Facsimile responses will not be accepted. � COMMON CUT-OFF TIME/DATE: Responses to the information above are due no later than January 31, 2020; 3:00 p.m. EST. Responses received after this date and time may not be considered. This Sources Sought Notice is for information and planning purposes only and shall NOT be construed as a solicitation or as an obligation on the part of the Government. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in the response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any concern responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the concern�s qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation MAY be published. However, responses to this notice will not be considered adequate responses to a solicitation. The Government will NOT accept requests for meetings or briefings. No phone solicitations or email with regards to the status of the Request for Proposal (RFP) will be accepted prior to its release. Information and materials submitted in response to this notice WILL NOT be returned.� The Government does not intend to award a contract on the basis of responses received nor otherwise pay for the preparation of any information submitted. As a result of this notice, the Government MAY issue a Request for Proposal (RFP). There is no solicitation available at this time. However, should such a requirement materialize, no basis for claims against the Government shall arise as a result of a response to this Sources Sought Notice or the Government�s use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. CONFIDENTIALITY: No proprietary, classified, confidential, or sensitive information should be included in your response.
