- Action Code:� S Classification Code:� R408, Program Management/Support Services Solicitation: 693JJ920RQ000374 Agency/Office: �National Highway Traffic Safety Administration (NHTSA) Location: National Highway Traffic Safety Administration HQ NAICS Code:� 541990, All Other Professional, Scientific and Technical Services, $16.5.M Point of Contract:� Vincent Lynch, Contracting Officer, ph(202) 366-9568 Title: Engineering, Analytical, Statistical, and Other Support for Vehicle Safety Research Description(s): The National Highway Traffic Safety Administration (NHTSA) is issuing this Sources Sought Notice to identify potential qualified 8(a) Small Disadvantaged Business (SDB) concerns that may be interested in and capable of performing the work described herein to assist NHTSA�s Office of Research and Program Development in creating procurement requirements documents to obtain goods and services that help achieve goals set by the agency. � NHTSA welcomes all qualified certified 8(a) SDB concerns with the appropriate NAICS Code and past experience to submit their Corporate Capability Statements that demonstrate their ability to successfully accomplish the goals of the proposed project as described in the attached draft SOW. �NHTSA does not intend to award a contract on the basis of responses to this notice or otherwise pay for the preparation of any information submitted.� Acknowledgement of receipt of responses will not be made; and no formal evaluation of the information received will be conducted by NHTSA. �NHTSA may; however later on issue a Request for Proposals (RFP). �However, should such a requirement fail to materialize, no basis for claims against NHTSA shall arise as a result of a response to this notice. � � INTRODUCTION: The National Highway Traffic Safety Administration (NHTSA) is an agency of the U.S. Department of Transportation (DOT).� NHTSA�s mission is to save lives, prevent injuries and deaths, and reduce traffic-related health care and other economic costs.� The agency develops, promotes and implements effective educational, engineering and enforcement programs with the goal of ending preventable crashes and reducing economic costs associated with vehicle use and highway travel.� The Agency is comprised of a varied staff of professionals who develop and deliver these programs, conduct research, reach out to intermediary groups, collect and analyze statistics, and much more.� Under this contract, the Contractor shall support several offices within NHTSA and hence this effort is divided accordingly into tasks.� The contract will, specifically, provide support services for: Office of Vehicle Safety Research (VSR) National Center for Statistics and Analysis (NCSA) Office of Traffic Records and Analysis (OTRA) Office of Data Acquisition (ODA) Office of Regulatory Analysis and Evaluation (ORAE) � C.2����� BACKGROUND � NHTSA VSR is responsible for administering research, development, test, and evaluation programs; and for information collection, analysis, and dissemination for programs of the administration.� Specifically, VSR: � (1) Develops, recommends, and conducts or sponsors the research and development program required to support the NHTSA program plans and objectives, rulemaking activities, and to advance state-of-the-art in traffic, motor vehicle safety, and vehicle environment control technology. � (2) Develops, recommends, and administers a national program to identify, collect, and provide for the dissemination of information pertinent to safety programs, particularly as it relates to vehicles, crashes, and injuries. � (3) Develops requirements for all research and development facilities required to support NHTSA programs. � (4) Conducts or sponsors analytical studies intended to identify data and information needs, establish analytical tools, and determine the interrelationship and relative contribution and occurrence of highway crashes as a function of vehicle, driver, and/or environment. � (5) Develops, recommends, and administers an international technical program on harmonized research activities to advance state-of-the-art in traffic and motor vehicle safety, particularly as they relate to vehicles, crashes, and injuries. � (6) Provides operational support to NHTSA-sponsored committees as required. � NHTSA NCSA is responsible for collecting motor vehicle crash data, quality control, and providing a wide range of analytical and statistical support to NHTSA and the highway safety community at large, in the general areas of: � Census of all police-reported fatal crashes Sample of all police-reported injury and property-damage-only crashes Sample of data that focus on passenger vehicle crashes and are used to investigate injury mechanisms to identify potential improvements in vehicle design Special Crash Investigations of crashes of interest to the agency Quality control of all motor vehicle crash data collected by NCSA Human, vehicle, environmental and roadway characteristics, as they relate to crash frequency and injuries Identifying injury mechanisms and associated crash dynamics in motor vehicle crashes Evaluating the effectiveness of crashworthiness, crash avoidance, and traffic safety efforts Monitoring the magnitude of the traffic safety problem Monitoring of child restraint system data into the Crash Data Area Network (CDAN) system Quantifying the benefits resulting from proposed agency rules � In addition to its own data input sources, NCSA uses data from other governmental agencies, as well as crash files from several states, to support analytical activities. NCSA conducts specific and ongoing analyses on a wide range of safety issues. Examples of recent analyses include: � Trends and Injuries in Non-Fatal Traffic Crashes Statistics Analysis of Alcohol-Impaired Driving Trends Seat Belt Use in the United States Evaluation of primary enforcement and other provisions of safety belt use laws � NCSA also regularly publishes a variety of Research Notes, Crash*Stats, Traffic Safety Fact Sheets and Reports which provide information on crashes at the national and state levels. NCSA also produces many reports on Seat Belt Use in the States and Territories. � NCSA processes government credentials for field contractor personnel, which includes processing the initial paperwork and working with NHTSA security personnel in the monitoring of contractor personnel through their successful completion of credential applications and receipt of identification badges. � NCSA includes the Office of Traffic Records and Analysis (OTRA); the Office of Data Acquisition (ODA) and the Office of Regulatory Analysis and Evaluation (ORAE). � OBJECTIVE: � The objective is for this project is to provide the professional and technical support services for the various offices within NHTSA concerning areas of engineering, analytical, statistical, and other professional support services required for Vehicle Safety Research as described in the attached draft SOW. Capabilities: � The corporate capability statement must address the capabilities necessary to accomplish the scope outlined above as well as the additional tasks and characteristics described in the attached draft SOW. � The Corp. Capability Statement should address their experience in engineering, analytical, statistical, and other professional support services. � Format of Corporate Capabilities Statement: � Any interested qualified certified 8(a) SDB firms should submit their Corporate Capability Statement, which demonstrates the firm�s ability and past experience in no more than 10 pages to perform the key requirements described above to the identified NHTSA point of contact listed herein. � Any proprietary information should be marked as such. All respondents are asked to certify the type and size of their business organization is in-line with the requirements of this Sources Sought Notice, and must be received no later than 10 calendar days from the date of publication of this notice.
