- The U.S. Army Corps of Engineers (USACE) Middle East District (TAM) intends to solicit construction firms experienced in working in the Middle East region who are interested in submitting a Firm-Fixed-Price (FFP) offer for this project.� TAM is anticipating a Design-Build project at the Kuwait Naval Base, Kuwait.� A FFP contract will be awarded to a prime Design-Build construction contractor. Project Scope: The scope of the project includes upgrades and repairs to the ship lift and rail transfer yard at Kuwait Naval Base (KNB), Kuwait such as: (1) replacement of the wooden deck and other structural repairs associated with the ship lift deck,(2) replacement of the rails on the ship lift deck and transfer passage to the transfer pit, (3) replacement of the rails, rail accessories, and utility infrastructure in the eastern dry dock area, (4) replacement of the rails, rail accessories, utility infrastructure, and expansion to the western dry dock area,(5) replacement of the rails and rail accessories in the transfer pit, including minor foundation repairs, expansion of transfer pit to accommodate the western dry dock expansion and (6) third party international certification of the transfer carriages and primary rails (7) primary transfer carriage in the transfer yard (8) secondary transfer carriage in the transfer yard (8) the vessel towing vehicle (9) various boat carriages (10) capstans with ropes. The existing ship lift is a steel structure with wooden decking and a 4-rail section extending the length of the deck. �It is situated between adjacent concrete piers, where the ship lift hoists and capstans are located.� Primary elements includes: ship lift structure, ship lift piers, rail transfer yard, dry dock areas, transfer carriages, boat carriages and cradles, transportation equipment and associated utility systems. The anticipated period of performance 640 calendar days.� � The magnitude of the project is between $10,000,000 and $25,000,000. � Location: This project is located at Kuwait Naval Base, Kuwait. Set Asides and Codes: The work will be performed outside of the continental United States, therefore no set-asides to small business or socioeconomic preference will be given for this solicitation. This effort is classified through the North American Industry Classification System Code (NAICS): 237990 (Other Heavy and Civil Engineering Construction) with a small business size standard of $39.5 million. Proposal Procedures: The Request for Proposal (RFP) will be issued only to prime contractors. �Copies will not be released to suppliers, subcontractors and plan rooms. �The acquisition will result in the procurement of a single award, FFP, two-step contractor selection, Design-Build construction contract.� Evaluation criteria will be stated in the RFP. �The Government may include options in the RFP. Submission Requirements: Provide experience as a Prime Contractor completing construction of similar marine, railway, or ship transfer and storage facilities.� Provide experience with design and construction as a prime design-build contractor on projects of similar scope and size. List 2-5 projects that demonstrate your recent experience and ability to perform similar scope and size projects (preferably projects in Kuwait or the Middle East).� Include project scope, location, magnitude, reference contact, and date completed or percent complete if still in progress.� Similar projects should have a magnitude of at least $10M - $25M and should have been performed within the past five years.� See attached Capability Statement format. � Provide your capabilities for obtaining Performance and Payment Bonds or other acceptable sureties for this project, if awarded. See FAR Clause 52.228-15. � The Government will evaluate contractors using a two-step contractor selection process by first qualifying contractors using Technical Approach and Past Performance, then using Financial Surety (Bonding) and Price. � Proposal Period: Solicitation is scheduled for release on or about 1 April 2020. Contract award is scheduled on or about 30 July 2020. This announcement is for market research purposes only. This is not a solicitation or request for proposal (RFP). This notice does not obligate the government to any contract award nor does it restrict the Government as to the ultimate acquisition approach. Responses to this market survey shall be for informational purposes only. The Government will not reimburse respondents for any cost incurred in preparation of a response to this notice.
