- In accordance with Federal Aviation Administration (FAA) Acquisition Management System (AMS) Policy 3.2.1.2.1, Market Analysis, this announcement is to conduct a Request For Information (RFI) for the purpose of soliciting industry input, statements of interest, and capabilities from vendors. The responses to this RFI will be used for information purposes only and will not be released, except as required under the Freedom of Information Act (FOIA). Vendor proprietary information will be protected if appropriately marked. This announcement does not guarantee procurement and will not be construed as a commitment by the Government to enter into a contract, nor is this announcement a Screening Information Request (SIR) or Request for Proposals (RFP). The FAA is neither seeking nor accepting unsolicited proposals. The FAA is seeking interested sources that are capable of providing an Aircraft for testing of their landing light and avian radar while it normally operates and routinely encounters birds during flight.� A draft Statement of Work has been attached to this RFI. The FAA asks that industry review and provide capability statements in response to the attached draft Statement of Work.� Capability Statements must not exceed 5 pages, and must address, at a minimum, the following: 1. The ability of the contractor to provide an aircraft that is compatible and able to have the landing light and avian radar installed. 2. The ability of the contractor to routinely conduct flights and collect data from both the light and the radar. 3. The ability to conduct the flights during the March and April timeframe when the number of birds is increased. 4. The ability of the contractor to develop a test plan. At this time, the nature of the competition has not been determined.� The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses or eligible socially and economically disadvantaged businesses that are certified by the Small Business Administration (SBA) for participation in the SBA's 8(a) Program The purpose of this RFI is to solicit statements of interest and capabilities from small businesses, service-disabled veteran-owned small businesses, 8(a) certified firms, and all other business types and sizes, capable of providing the services as outlined within the draft Statement of Work.� This RFI will assist in obtaining the information necessary to determine whether adequate competition exists to set-aside the competition among small businesses, service disabled veteran-owned small business or 8(a) certified firms. The principle North American Industry Classification System (NAICS) code for this effort is 541715 Research and Development in the Physical, Engineering, and Life Science with a size standard of 1,000 employees. Interested firms are required to submit: 1. The Capability Statement 2. A copy of the SBA 8(a) certification Form and/or proof of service-disabled veteran-owned small business status (if applicable). All responses to this RFI must be received no later than 4:00 PM (EST) on�February 21, 2020.� The FAA will only accept submissions; including attachments, electronically emailed to the Contract Specialist, Paul Rosengrant by email at paul.r.rosengrant@faa.gov.� Please include �RFI: Bird Strike Mitigation� in the subject line of your email. Information provided will not be released but please mark PROPRIETARY on all documents submitted.� PLEASE NOTE: This is a market survey only and should not be construed as a contract or a commitment of any kind.
