- OPTIONALLY MANNED FIGHTING VEHICLE (OMFV)�MARKET SURVEY Project Manager - Maneuver Combat Systems (PM-MCS) Background: On 16 January 2020, the US Army cancelled solicitation W56HZV-18-R-0174 for Optionally Manned Fighting Vehicle (OMFV) Middle Tier Acquisition-Rapid Prototype (MTA-RP). The cancellation stated the US Army�s intent to revisit the requirements, acquisition strategy, and schedule based on the lessons learned thus far and resolicit OMFV on a competitive basis. It also stated that additional industry engagements were anticipated. This request is the first opportunity in that process. Army leadership supports significant industry participation in defining the revised OMFV approach. Future opportunities will include industry days, one-on-one sessions and sharing draft documents for industry comment, etc. This request includes four parts: Part 1: Cancelled Solicitation Feedback Part 2: Recommendations for revised OMFV approach Part 3: Industry Engagements Part 4: Administrative This request is entirely voluntary. The USG will not pay for responses to this Market Survey. Please respond to the following areas as applicable to you by 28 February, 2020. All responses must be unclassified. See Part 4 below for administrative information. Part 1: Cancelled Solicitation Feedback: You may use the canceled Request for Proposal (RFP) W56HZV-18-R-0174 (Conformed copy through Amendment 0001 available on beta.sam.gov) and Next Generation Combat Vehicle (NGCV): Optionally Manned Fighting Vehicle (OMFV) Purchase Description Version 1.0 (28 Mar 2019) (UNCLASSIFIED/FOR OFFICIAL USE ONLY) in responding. (This is the Purchase Description issued with the original RFP.) See Part 4 below for instructions on requesting the Purchase Description. 1. What did your company consider when making a bid/no-bid decision for the OMFV MTA-RP solicitation W56HZV-18-R-0174? Please consider the following items when providing your response, but do not limit your response. If other concerns apply, please address them as well. Please indicate the relative importance of each to your decision. What items will impact your participation in follow-on OMFV Competition(s)? Please explain. (Please consider the items listed in 1. above and any others important to you.) 3. Please provide recommendations for revisions to items in general and/or specifically. For example, a general PD requirements recommendation might be - �make the requirements tables easier to understand� � while specific recommendations could be for individual requirements � such as �PD requirement XXX is too constraining; recommend making it Objective�. Do not limit your recommendations to technical requirements. Please include recommendations for revisions to any other items too (e.g. Schedules, Evaluation Criteria, etc.). Part 2: Recommendations for revised OMFV approach: 1. The previous acquisition approach was for an initial Engineering & Manufacturing Development (EMD)-like effort using MTA-RP authority followed by another undefined full and open competition for Low Rate Initial Production (LRIP) and beyond. As previously stated, the US Army intends to revisit the requirements, acquisition strategy, and schedule based on the lessons learned thus far and resolicit OMFV on a competitive basis. The revised approach is planned to be a digital design approach as much as feasible and practical. In broad terms of effort and schedule, what would you recommend for a revised OMFV approach starting from today, through design, prototyping, test, production and incremental upgrades/technology insertions? Assume fielding of first battalion in seven years. � 2. What would you recommend for each of the following items? a. Technical requirements �i. Assume or restate/indicate your responses to Part 1 above as applicable. ii. Identify any opportunities for changes without impacting overall schedule to fielding. b. Items/efforts to be addressed by digital means to be used in proposals and/or contracts (analysis, modeling, etc.). Identify the digital tools and/or formats you currently use or prefer to use for these items/efforts. c. Items/efforts needing physical demonstration/test. d. Logistics efforts/ �i. Maintainability and prognostics ii. Additive or alternative manufacturing e. GFP/GFI. f. Competition. When and where in the overall approach? g. Evaluation criteria. h. What do you recommend for future Industry Engagements � types and timing? 2. If you are interested in participating in unclassified one-on-ones with the PM � MCS team for additional discussion of the above topics following your response to this request, please provide your proposed agenda and topics with a brief explanation. State your desired timeframe (up to a two hour maximum). PM-MCS will review and issue invitations based on applicability and interest to OMFV. One-on-ones will not be accepted in lieu of providing complete responses to the above. One-on-ones will not be accepted for marketing purposes �only for additional discussion of the above topics. The first one-on-ones are planned to be held shortly after responses to this request. Classified sessions will be held in the future. Part 4:� Administrative: 1. This is a Market Survey, not a RFP or Invitation to Bid. This request does not bind the Government to solicit for or award a competitive contract. Participation in this survey is also wholly voluntary on the part of the participant. No direct reimbursement will be made to any participant for any costs associated with their participation in the survey. Data submitted in response to this request will not be returned. Lastly, participation, while important to Army acquisition planners, is neither mandatory, nor is it requisite to future participation in OMFV acquisitions. 2. The subject line of your email should include the title of the document requested, using the example format as follows (exclusive of the parenthesis): ""(Vendor Name) � Request copy of the OMFV Purchase Description"" c. Your email must also include the following information; when submitting attachments, please ensure they are in a .doc, .docx, or .pdf file format: �i. Company name and corresponding CAGE code ii. A copy of your DD2345, Militarily Critical Technical Data Agreement, approved by the Joint Certification Office (JCO) e. Reminder: This document can only be sent to the registered data custodian identified in the DD2345. 6. Proprietary Information. The USG acknowledges its obligations under the Federal Acquisition Regulation 3.104-4 to protect confidential information provided to the Government (18 U.S.C. �1905). Pursuant to this statute, the USG is willing to accept any trade secrets or proprietary restrictions placed upon qualifying data forwarded in response to this survey and to protect such information from unauthorized disclosure, subject to the following: a. Qualifying data must be clearly marked PROPRIETARY and be accompanied by an explanatory text so that the Government is clearly notified as to exactly what data so qualifies. b. Mark only data that is truly proprietary. Excessive marking of non-qualifying data may result in your response not being considered. c. Do not mark data as proprietary that is already in the public domain or is already in possession of the USG or third parties on an unclassified basis. d. Proprietary data transmitted electronically must have the PROPRIETARY legend on both the cover of the transmittal e-mail as well as at the beginning of the file. Proprietary information contained within the correspondence shall use the legends: �PROPRIETARY PORTION BEGINS� and �PROPRIETARY PORTION ENDS.� e. Proprietary Information Disclaimer. The USG is not obligated to protect unmarked data. Nor is the Government obligated for like data in possession of third parties or for data which is afterwards placed in the public domain by the contractor or by third parties through no fault of the USG. Should the USG need to reproduce the protected data for distribution purposes between Government offices, all such data will be reproduced with restrictive legends in place. f. Support Contractors. The Government sometimes uses support contractors in evaluating responses. Consequently, responses that contain proprietary information may receive only limited or no consideration since the Respondent�s marking of data as �PROPRIETARY� will preclude disclosure of same outside the Government and therefore will preclude disclosure to these support contractors assisting the evaluation effort.�The Government will use its best efforts to�evaluate those responses�that contain proprietary information without using support contractors consistent with the resources available.
