- The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations (OMAO), NOAA Ship Ronald Brown is requesting Spooling of Scientific Electromechanical Cables onto Markey Lebus DESH-5 DRUM and perform the following tasks as follows: 1. Receive existing drum with max. 10Km of 0.322 on the drum 2. Receive 10Km of new cable from Rochester Cable. 3. Remove 30� sample from new cable and submit for pull-testing and measurement 4. Off-spool all cable and identify / confirm existing Lebus Shell groove pitch 5. Evaluate pull-test results against fit to existing Lebus Shell 6. Provide tensioned on-spooling of new cable, 0.322 x 10Km. 7. Provide crating services and prepare for return shipment 8. Ship DESH-5 winch drum to Norfolk, VA. The service will performed in Seattle, WA by the OEM Markey Machinery CO Inc, located at 7266, 8th Ave S. NOAA, OMAO currently owns and operate several Markey winch systems throughout the NOAA fleet. There are other manufacturers of winches and similar systems that can safely spool cable on their winch systems; however, each manufacturers spooling process is proprietary to the manufacturer of the system. Markey Machinery is the original equipment manufacturer of the DESH5 and COM15V winch system and has the level of expertise required to evaluate the new cable for correctly matching the Lebus shell and effectively tension spool cable on the winch drums. Markey is the only vendor authorized to provide the replacement Lebus shell on their systems. The Government is not aware of any other vendors that can provide Spooling Service for Markey DESH-5 while honoring the OEM warranty installation agreement. The Government intends to acquire this service under the guidelines of FAR Part 13, Simplified Acquisitions Procedures and FAR Part 12, Commercial Items. The Government intends to solicit and negotiate directly with Markey Machinery, under the authority of FAR 13.106-1(b)(1)(i).� The North American Industry Classification Code (NAICS) for this acquisition is 336611, Ship Building and Repairing with a business size standard of 1250 employees. This is not a solicitation for competitive quotes. However, if any interested party that can do the work and without compromising manufacturing, delivery and warranty may submit a statement of capabilities, which if in timely received, will be considered by NOAA. A statement of capabilities to include detailed experience including manufacture authorization to conduct Spooling of Scientific Electromechanical Cables onto Markey Lebus DESH-5 DRUM including OEM warranty installation agreement, this shall be received by 5:00pm EST on February 14, 2020. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to conduct the service work while also be authorized by the manufacture. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow the Government to determine if the party can meet all of the requirements. Capability statements and related materials must be e-mailed to Alexander Cancela at alexander.cancela@noaa.gov by 5:00pm EST on February 14, 2020.
