Description
This amendment is issued to post RFIs and VA Responses. All other Terms and Conditions remain unchanged. RFIs Solicitation:� 36C26220Q0315 Electrical Power Distribution System PM 1.� Will the Transformers in the SOW require a Power Factor Test to be completed in the maintenance prescribed? The reason for asking this is that it will require the line and load side of the cables to the transformer to be removed for this test. VA Response: NO. 2.� Will you require during infrared scanning that the Automatic Transfer Switches (ATS) be transferred into emergency mode? This of course will start your emergency generator. This is the only way to test ATS connections on the emergency side. VA Response: INFRARED CAN BE SCANNED WHEN ATS IS ON EMERGENCY DURING THE SHUTDOWN. 3.� Will your low voltage circuit breakers be tested with a Primary Injection Method, or Secondary Injection Method? VA Response: PRIMARY INJECTION METHOD. 4.� To test the 480V breakers with Primary Injection we will need a utility source of power at 100 A / 480V or a portable generator. Is the VA Hospital capable of supplying this source of power or do we need to bring our own portable generator to supply the power? VA Response: CONTRACTOR PROVIDE. 5.� Will the VA Hospitals electricians be placing the equipment in the SOW into a de-energized state, and once completed into an energized state? VA Response: Yes, VA HV ELECTRICIAN OR POWER PLANT OPERATORS ONLY. 6.� What are the expectations of the contractor is a breaker fails or does not close due to primary testing? VA Response: NOTIFY VA PM, RECOMMENDATIONS FOR REPAIR SAME DAY. 7.� Are there any spare breakers in case of breaker failure? VA Response: NO. 8.� Do you need contractor to provide commercial spares? VA Response: IF COMPATIBLE TO BREAKER CUBICLE, YES. 9.� Do you have a map of the locations of each electrical room? VA Response: YES. 10.� Is primary injection testing required on the LV switchboard and small molded case breakers? VA Response: NO. 11.� Is power factor testing on transformers required? VA Response: NO. 12.� Is the total outage duration only 6.5 hours for all electrical rooms?� What about the Cogen building 2? VA Response: Total outage will be no more than 10 hours. March 22 starting at 0500 and ending no later than 1500. 13.� Is that anticipated outage still February 22nd? VA Response:� The outage will now be March 22 starting at 0500 and ending no later than 1500. 14.� Please provide details of the �testing� requirements. VA Response: �Work items, definitions, and references shall comply with the latest edition of the NETA � Maintenance Testing Specifications (MTS) and with the VHA Directive 1028, Electrical Power Distribution System. The details of the testing requirements for all equipment listed are contained within these documents. 15.� Are we Testing per NETA on the transformers, Breakers, and ATS? VA Response: YES. 16.� Is it possible to break the work out into two (2) Saturdays? VA Response: No, all work must be completed on March 22, 2020 between the hours of 0500 and 1500. 17.� Is there any portion of the work that contractor could do prior to 3/22? VA Response: No.
