THIS IS NEITHER A REQUEST FOR QUOTATION (RFQ) NOR A REQUEST FOR PROPOSAL (RFP).� DO NOT SUBMIT PRICING OR PRICE-RELATED INFORMATION.� THIS REQUEST IS FOR INFORMATIONAL PURPOSES ONLY. The Department of the Treasury Office of Inspector General (TOIG) is conducting Market Research in search of Small Business concerns that have the capability to perform an audit to assess the Department of Treasury�s (Treasury) Cash Discount Policy an determine whether Treasury Bureaus and Offices implement the policy to take full advantage of cash discount opportunities. A cash discount is a reduction to the amount of an invoice that a seller offers a buyer in exchange for paying an invoice before its scheduled payment due date. The Department of the Treasury (Treasury) can achieve significant savings by taking advantage of cash discounts across the high volume of bills it pays. The Treasury Financial Manual provides a methodology for determining whether a cash discount should be taken. This manual requires that agency payment systems incorporate procedures that regularly take advantage of cash discounts. The Bureau of the Fiscal Service (BFS) Administrative Resource Center�s (ARC) mission is to aid in improving overall governmental effectiveness by delivering responsive and cost effective administrative support to its Customer Agencies; thereby, improving their ability to effectively discharge their mission. ARC provides financial management services to approximately 80 Customer Agencies. Financial management services include accounting, budgeting, reporting, travel, procurement and system support and platform services. As part of accounting service, ARC examines and processes vendor and other employee payments. In response to this Sources Sought, interested parties must provide a capability statement, line card, brochure, catalog or other information which identifies their capabilities and services provided to the general public void of any pricing or price-related information. Information should also summarize similar previous work performed with other federal agencies. �Any submitted information that contains price-related information will be discarded. Responses to this Sources Sought must be sent by the due date and time via email to Pamela Robinson at robinsonp@oig.treas.gov.� Interested parties should also provide their Point of Contact information as well as their applicable Multiple Award Schedule (MAS), Best-In-Class (BIC) contract, Government-wide acquisition contract and multi-agency contract information.
