- NOTICE TYPE: Sources Sought REQUIREMENT: Mental Health Train-The-Trainer Program This is a sources sought only, (not a pre-solicitation notice pursuant to FAR Part 5). This survey is to determine the capability of potential sources and the availability of commercial services pursuant to FAR Part 10, Market Research. There is no set aside at this time. The purpose of this notice is to gain knowledge of potential qualified sources for mental health and wellness train-the-trainer program and is neither a request for quotes nor a solicitation of offers. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is possible for the Government. Responses must provide clear and concise documentation indicating a vendor's bona fide capability to provide this service. Overall Scope: Little Rock Air Force Base is looking for a contractor to provide a curriculum based mental health and wellness train-the-trainer program for five (5) to thirty (30) military personnel to help someone in both crisis and non-crisis situations. The contractor�s instructor(s) must have the certification to be able to certify the personnel they are training as instructors by the end of the program. Upon the completion of their training, the Little Rock Air Force Base personnel shall be certified to provide mental health and wellness training for their respective organizations. The contractor�s instructors must be able to travel to Little Rock Air Force Base to provide the training. Independently, and not as an agent of the Government, the Contractor shall furnish the necessary services, personnel, materials, and equipment not otherwise provided by the Government, as needed to perform this contract. The proposed NAICS for this effort is 611430 � Professional and Management Development Training (size standard in dollars $11M).� Comments on this NAICS and suggestions for alternative codes must include supporting rationale and will be reviewed. B.� CAPABILITIES STATEMENT & MARKET INFORMATION (Responses to the section below should be no more than 10 pages) Please describe your organization's breadth of expertise/competency to respond to this Sources Sought. Functions to be provided include, but are not limited to: Helping personnel become better aware of possible signs and symptoms of mental illness, risk of suicide, addiction, etc. Helping personnel know of possible resources to suggest to peer(s) who are struggling with mental health issues. Providing personnel with better listening skills when approached by a peer who is struggling with mental health issues. Providing ways to intervene appropriately when a peer has or is currently experiencing suicidal thoughts, a panic attack, trauma, etc. Interested contractors must be registered in the System for Award Management (SAM) in order to conduct business with the Government.� Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this Sources Sought Notice; all costs associated with responding will be solely at the interested party�s expense. All information received in response to this submission that is clearly marked Proprietary will be handled accordingly.� Acknowledgement of receipt of responses will not be made and submissions to this Sources Sought Notice will not be returned. The information provided in this Sources Sought Notice is subject to change and is not binding on the U.S. Government.� Responses must be received no later than 2:00 p.m. Central Standard Time on 12 February 2020.
