Description
The Department of Veterans Affairs, Network Contracting Office (NCO 12) Great Lakes Acquisition Center anticipates entering into a sole source procurement with Biosense Webster, Inc., (DUNS: 020163218) to improve upon, advance, configure and install the current CARTO System in the Electrophysiology lab within the Madison VA Medical Center, in Madison, Wisconsin. This will occur at William S. Middleton VA Medical Center located in Veterans Integrated Service Network (VISN) 12. Specifically, this part of the acquisition is conducted under the authority of 41 U.S.C. 1901 Simplified Acquisition Procedures as implemented in FAR 13.501 and 13.106-1(b)(1)(i) Sole Source only. This entire purchase will be awarded under a FAR Part 8 requirements contract and will include these open market items within the contract. This procurements total dollar value will be less than the Simplified Acquisition Threshold. Because these items hereby are open market, they are referred to individually in this Intent to Sole Source notice. Item number: KT5400165; Description: Fam Dx Expansion Module; Quantity: 1 (is a fast-anatomical mapping (FAM) technology that allows clinicians to rapidly create a map of the heart with CT like resolution) Item number: C3REPLAY; Description: REPLAY Module; Quantity: 1 (makes it possible to review signals captured at any point during a procedure, including retrospective evaluation, for mapping purposes) Item number: KT5400160; Description: CARTOSEG� CT Module; Quantity: 1 (automates the system to provide detailed 3D images while highlighting discrete anatomic structures) Item number: VSPEPU1: Description: VISITAG Surpoint Module Kit; Quantity: 1 (provides greater visibility, displays lesions, evaluates temperatures, and confirms contact/location within the heart) This procurement will be a Sole-Source request, as this type of software is proprietary to only Biosense Webster, Inc. The existing CARTO software module and hardware was initially installed and has always been serviced by Biosense Webster, Inc. This new upgrade is electrophysiology technology that would continue to improve the cardiac ablation procedures by making it more efficient and accurate to improve patient safety and patient outcomes. The information obtained from the new modules/software upgrade will enable doctors to see more detailed pictures by showing multilayers deep within the heart. The 4 above noted software upgrades and additions are proprietary to Biosense Webster, Inc, and will only work with other existing Biosense Webster software. The current Cardiac System, The CARTO system, is also proprietary to Biosense Webster, Inc. The Cardiac catheters will only operate with the framework of the Biosense Webster, Inc software line. The Contracting Officer performed market research and found this specific special promotional purchase can only be purchased directly from the OEM. The OEM has provided a letter to the CO detailing this. Other entities may identify their interest and capability by responding to this requirement no later than 02/12/2020 by 4:30p.m. local time. This notice of intent is not a request for competitive proposals. However, all interest entities submitting a response to this notice must do so no later than the period specified for consideration. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received because of the notice of intent will normally be considered solely for determining whether to conduct a competitive procurement. No solicitation document is available.
