Request for Quote (RFQ) 36C25719Q0064 Q&A The following questions were submitted in response to this RFQ. The Government s Answers are provided below: 1. Is this an existing contract and who was the incumbent? No, not an existing contract and no incumbent. What are (or were) the rates charged on the previous contract? N/A. What has been the biggest challenge working with the previous vendor(s)? N/A. 2. SOW page 3, B.1 Price/Cost Schedule, section 0002: Does the Video Remote Interpreting (VRI) mentioned in the table apply only to American Sign Language services (ASL) or does it also apply to the languages listed in section 0001 for telephonic interpreting? VRI only applies to ASL. 3. SOW page 10, section 1.B: Will document translation services be required for this contract? No. 4. SOW page 12, section 10.a: Must all linguists be State certified/registered in healthcare interpretation , as some of the languages requested are exotic and there are no existing certifications for those languages? Applies only to common languages with existing certifications. 5. SOW page 19, section 9: It appears the training is suited for translation services where the linguists access documents with sensitive information. Since this is an interpreting contract, what is minimum security clearance (or background investigation) and training required for the offeror to perform the interpreting duties under the contract? Training on section 9 of SOW applies to contractor employees that will have access to VA information and VA information systems. Does not apply; as contractor will not have access to VA information and VA information systems. Standard VA Security language included in all solicitations. 6. Will the VA provide time for the awarded offeror to train and/or recertify employees and subcontractors prior to the contract start? No. 7. SOW page 31, section d. (1) & (2): Please clarify the offeror s requirements for subcontracting with regard to the offeror paying its subcontractors (more or less than 50% of total contract revenue)? Limitations on subcontracting does not apply due to this solicitation. Requirement is under the simplified acquisition threshold of $250K. (End of Q&A)
