- (196) �Trimble Sketchup �This effort will be awarded as a new firm-fixed price delivery order to an authorized reseller on beta.SAM.� The period of performance will be 28 June 2020 through 27 June 2021.CONTRACTOR QUOTES ARE TO BE VALID UNTIL 11 March 20. All quotes are due No Later Than (NLT) 23:59 pm Monday 17 February 2020. BRAND NAME ONLY: Trimble Sketchup Qty: 320 EA IAW Attached Equipment List and AFMC 807. This effort has been determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only brand name(Trimble Sketchup) is reasonably available. The Air Force is responsible for maintaining a common software baseline to support the United States Air Force (USAF). This common software baseline establishes a standardized cross-functional process for responding to warfighters� urgent needs identified during conflict or crisis situations that are life-threatening or impede a near term critical mission. By establishing an accreditation baseline, the USAF is able to maintain a distributed, homogenous network of exploitation workstations capable of receiving, processing, and disseminating intelligence products from a variety of sources. The USAF system platform is currently using Trimble Sketchup software. The requested software is required to maintain the integrity of the HBG infrastructure. The use of alternative software would cause an unacceptable degradation in network functionality and would result in non-compliance to current system configurations and certifications and additional testing, training and associated cost to the Government in redesigning the system architecture. At this time, HBG does not have a qualified replacement that can fit into their customized environment that will not limit, diminish, or cripple the agencies capabilities to deploy compatible functional servers to their current network. Due to current operations, it is mission essential to HBG that continuity of the Trimble software is implemented and sustained.. Clause by Reference: DFARS 252.232-7006, WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS. ADDENDUM TO FAR 52.212-4 AFFARS 5352.201-9101 OMBUDSMAN (JUN 2016)(IAW AFFARS 5301.9103) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b)Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (d)The ombudsman has no authority to render a decision that binds the agency.
