- SPECIAL NOTICE TO INDUSTRY ENGINEER'S LINK INTERATIVE (ENGLINK) SERVICES CONTRACT The United States Army Engineering and Support Center, Huntsville (CEHNC), 475 Quality Circle, Huntsville AL 35806 is publishing this Special Notice to advise Industry it intends to issue a modification to exercise option for 52.217-8 on Task Order (TO) W91QUZ-06-D-0012 to extend the period of performance from 20 March 2020 to 19 September 2020 for the continuation of critical ENGLink services developed by the US Army Corps of Engineers (USACE) and used to support response and recovery operations following a natural disaster, man-made disaster or a contingency event. The Government intends to solicit and negotiate with only one source IAW 10 U.S.C. 2304 (c)(1) as implemented by FAR 16.505(b)(2)(i)(B). The Government is not seeking capability or technical responses to this Special Notice from industry at this time; however, comments or statements of interest for the future Engineer�s Link Interactive (ENGLink) Services Contract acquisition may be submitted for market research purposes only. 1.0 SPECIAL NOTICE TO INDUSTRY This Special Notice is to provide transparency to the public for CEHNC IT acquisitions and is for information purposes only. �This is to advise industry that the Government intends to execute a TO modification to General Dynamics Information Technology; 3211 Jermantown Road, Fairfax VA 220320; CAGE code 07MU1 under CHESS contract vehicle W91QUZ-06-D-0012.� This is not a request for competitive proposals and no solicitation is available. CEHNC anticipates the ENGLink re-compete solicitation to be advertised not later than June 2020. Any response to this Special Notice will be treated as information for market research only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of submission of responses to this announcement or the Government use of such information.� This notice does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this effort. Any information provided by industry may be used by CEHNC in developing its acquisition strategy, statement of work or statement of objectives and performance specifications for this and future acquisitions. �Interested parties are responsible for adequately marking proprietary or competition sensitive information included in any response or communication as the result of this notice. The Government does not intend to award a contract on the basis of this notice or to otherwise pay for any information submitted in response to this notice. 2.0 NAICS CODE North American Industrial Classification System (NAICS) code for this notice is 541513. Small Business Size Standard is $30.0M in average annual receipts as defined by FAR Part 19. 3.0 CLASSIFICATION CODE Classification Code D399, Automatic Data Processing and Telecommunication Services, Other Computer Services 4.0 GENERAL BACKGROUND INFORMATION (ENGLink) is an enterprise-wide, web-based application developed by the US Army Corps of Engineers (USACE) and used to support response and recovery operations following a natural disaster, man-made disaster or a contingency event. Today, ENGLink is the USACE System of Record for all emergency management reporting, information-sharing, and emergency response, including status of disaster events, situation reporting, readiness tracking and mission support. ENGLink provides the framework for processing information of USACE elements with the capability to provide real time tracking of personnel and events through time and location as well as personnel and team readiness and availability.� ENGLink represents �ground truth� reporting and allows deployed personnel real-time access to critical information via a single data entry point that standardizes and integrates methods of collecting, analyzing, forecasting, and presenting information for decision makers. 5.0 DESCRIPTION OF SERVICES The Contractor shall ensure operations, maintenance, planning and training support activities are completed for the ENGLink Automated Information System.
