Description

Notice of Intent to Sole-Source: The 341st Contracting Squadron (CONS) � Malmstrom Air Force Base (AFB), Montana intends to award, on a sole-source basis, a contract to Gebhart Post Plant & Sawmill for the acquisition of Bituminous Stoker Coal. �The period of performance is from 1 June 2020 through 31 October 2020. �The recommended source is the only local provider of Bituminous Stoker Coal that meets the required characteristics and specifications for use with the Detroit Stoker Spreader Coal Feeders that are used on the High Temperature Hot Water Generators at Malmstrom�s Heat Plant in accordance with DODI 4140.25M.� The coal has to meet the required specifications to insure compliance with the State and Federal Air Quality regulations (Malmstroms Air Quality Permit). The contractor shall provide 2,000 tons of 1 ��x �� Bituminous Stoker Coal by railcar or truck to Malmstrom AFB Central Heating Plant.� The contractor shall guarantee the coal will meet the provided specifications to be proven by a relative sample of 50 lbs per every 1,000 tons produced to be tested by a laboratory. All coal shall be sprayed with non-oil based dust suppression. THIS IS NOT A REQUEST FOR COMPETITIVE OFFERS and a solicitation will not be issued. All responsible sources may submit a quote which shall be considered. Any response to this notice must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. If no affirmative written response is received, the award will be made without further notice. Oral communications are not acceptable in response to this notice. RESPONSES ARE DUE NO LATER THAN 26 FEB 2020 by 2:00 PM MST at 341 CONS, Malmstrom AFB to Mrs. Shanna Guillen, Contract Specialist, shanna.guillen.2@us.af.mil.
