Description

THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This synopsis/solicitation NFFP7600-20-00772 constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2020-04. � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � �� The National Oceanic Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Southeast Fisheries Science Center (SEFSC), Miami, FL. has a requirement for extraction and analysis of Acropora Coral DNA from marine tissue samples using the Axiom Chip Micro Array (ACMA) method protocol. Extraction must use the protocol identified by Penn State University. The period of performance (POP) will be date of award until September 30, 2021. The Government will award a firm fixed price contract based on Lowest Priced Technically Acceptable. Quote shall include all costs associated with each CLIN unless otherwise indicated on the vendor�s quote.� Please see the attached Statement of Work (SOW) for further details. This RFQ is provided for full and open competition. The associated NAICS code is 541380, Testing Laboratories with a Size Standard of $16.5 million. Additionally, each offeror must provide the following information with the quote: The Request for Quote (RFQ) number; The Name, Address, Telephone Number, and DUNS Number of the Offeror; Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration; Acknowledgment of Solicitation Amendments (SF-30), if any, and; Provide a technical description of the product being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary. All responsible sources may submit a quotation which shall be considered by the agency. Quotes must be submitted via electronic means (e-mail) by 11:00 A.M. Eastern on February 21, 2020; any award resulting from this RFQ will be made based on the lowest price technically acceptable. Quotes must be submitted electronically via e-mail to Kelly.Parr@noaa.gov. All questions must be submitted in writing to Kelly.Parr@noaa.gov by 1:00 PM Eastern on February 14, 2020. Telephone inquiries will not be honored. The anticipated award date is on or about February 28, 2020. Contractors are encouraged to register with the FedBizOpps Vendor Notification Service as well as the Interested Vendors List for this acquisition (see applicable tab within FedBizOpps where this synopsis/solicitation is posted). Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/. The Government does not accept responsibility for non-receipt of quotes. It is the Contractor�s responsibility to request and receive a confirmation of the quote receipt.
