This Pre-solicitation notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is NOT seeking quotes, bids or proposals at this time, and will NOT accept unsolicited proposals in response to this notice. The U.S. Government will not pay for any information or administrative cost incurred in response to this notice. _________________ The First Responder Network Authority (FirstNet Authority) is a Government bureau charged with the with the responsibility to ensure the building, deployment, and operation of a Nationwide Public Safety Broadband Network (NPSBN) designed to meet the information and communications technology needs of first responders and public safety users. The FirstNet Authority is an independent authority within the National Telecommunications and Information Administration (NTIA), under the Department of Commerce (DOC). The FirstNet Authority has a requirement to leverage existing wireless device-based crowd sourced solutions and data to analyze and report network usage, performance, and coverage in order to understand service status, performance, and assess the end-to-end quality of experience of public safety users. The Contractor shall provide all data, tools, software, support, and materials needed to generate top-quality performance analytics, visualization, and reporting to support the FirstNet Authority�s on-going mission.� All tools, personnel and resources required to accomplish this task must be included in the offeror�s proposed solution. The period of performance will consist of one (1) base period of 12-months, and four (4) 12-month option periods. The place of performance will be at the contractor's site, and may include The FirstNet Authority's offices located in Reston, VA and Boulder, CO. A comprehensive list of actual requirements will be included in the Statement of Work within the solicitation package document. __________________ The proposed contract action will be full and open.�The NAICS code for this procurement is 518210 Data Processing, Hosting, and Related Services.� In accordance with FAR 52.204-7, System for Award Management, prospective contractors must be registered in the System for Award Management (SAM). Contractors may obtain SAM information at https://www.sam.gov/SAM/. Registration is free and potential offerors are encouraged to visit this website, as no contracts can be awarded to any offeror NOT registered. It is also required that offerors to complete the electronic representations and certifications at the SAM website. Solicitation documents will be made available for download in late February, 2020 at https://beta.sam.gov/, and open for about fifty (50) days. All responsible sources may submit a proposal, which shall be considered by the agency. Interested contractors will be responsible for downloading copies of the solicitation (and any subsequent amendments) from that website, and no hard copies will be made available. Interested parties may use the �follow� feature to monitor changes to this notice, including Request for Proposal (RFP) posting as well as all postings of information associated with this solicitation thereafter. Each potential offeror is responsible for checking the beta.sam.gov website to gain all current information related to the solicitation. The solicitation and any further announcements regarding the solicitation will be posted only at https://beta.sam.gov/.� The date offers are due will be stated within the solicitation documents and will be adjusted based upon the actual release date of the solicitation.� All questions of any nature regarding this procurement should be sent in writing to the Contract Specialist, Chendra Conklin at chendra.conklin@firstnet.gov. �
