- Description
- The USDA Forest Service, Rocky Mountain Region (Region 2), is soliciting quotes (RFQ) for establishing a blanket purchase agreement (BPA) for rental of heavy equipment, without operator, for use by our road and trail crews for the summer season. The equipment will be used primarily for maintenance and some reconstruction of high altitude trails and dirt roads as well as maintaining facilities and campgrounds throughout the Forest.�Forest Service (FS) may use the equipment on other Forests as work becomes available.�Vendor will deliver and pickup equipment at the Administrative site located in Monte Vista, Colorado.�The FS will haul the heavy equipment to work locations within the rental period using a dump truck and low-boy trailer.� The trailer is rated at 50,000 pounds.� The heavy equipment must meet the size and weight specs compatible with this type of transport. The BPA will utilize Schedule of Items and the equipment specs to define the requirements of the equipment needed for each call placed.� Rental Period: Between April and November of each year.� Minimum rental period of one month to maximum of six(6) months.� BPA calls for rental of equipment is not guaranteed, but based on need and available funds for the season. Rental Insurance: Government is self insured and will not pay additional rent insurance. Any regular equipment maintenance or wear/tear repairs will be the expense of the Contractor/equipment owner. Intent of this solicitation is to award a single and/or multiple award(s) that will be most advantageous and best value for the Government. Equipment downtime: In the event the equipment breaks down, contractor will be required to make repairs within 48 hours of notice of equipment failure.�If equipment cannot be repaired, the contractor will be required to replace the equipment with a replacement unit that meets the same specs within one week of determination of non-repair. See attachment for RFQ Submission Form, Schedule of Items and equipment specifications. Inspections:�Pre and Post-use inspections will be required. The Government anticipates awarding one or multiple BPAs's�a total Small Business set aside. In order to be eligible for award, potential contractos must comply with all requirements of FAR clause 52.204-7 System for Award Management (SAM).� Contractors must register in the SAM database (https://beta.sam.gov)�before a contract can be awarded.�Registration in this database is free of charge. See FAR clause 52.212-1 Instructions to Offerors-Commercial Items for RFQ submission requirements. QUOTES ARE DUE NO LATER THAN MARCH 5, 2020 BY 2:00pm MST.
