- Description
- This is a Sources Sought notice.� This is not a solicitation for proposals, proposal abstracts, or quotations.� The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement.� This sources sought notice will also be used to identify small businesses and obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; women-owned small businesses; or small, disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is appropriate.� The NAICS code for this requirement is 541690.� Contracts awarded under this requirement will have a five (5) year ordering period. The previous contract awarded for these services was to Kelly Services, Inc. (999 West Big Beaver Road, Troy, Michigan 48084) under contract number: HHSN271201800012I. For reference, attached is a copy of the prior solicitation. In order to respond to this notice, Contractors must be able to clearly convey their capability. As part of this process, the Government has provided a series of capability questions accessible at the link below. To best demonstrate capability, the Government requests that interested offerors answer all the questions. �https://www.research.net/r/SOAR-Contract-Capability-Questions. If interested offerors have issues with link access, submission, or require other clarification, they must alert the Contracting Officer listed in this notice via email immediately. Capability Question Survey Responses: Responses must be submitted not later than February 25, 2020 at 12:00 pm EST.� Responses will not be returned and will not be accepted after the due date.� Responses to the survey capability questions should be clear, concise, and provide adequate detail for evaluation. Responses must not simply rephrase or restate the government�s requirements but provide convincing rationale to address how the responder has the capability to meet requirements. Capability responses should indicate current in-house capability and capacity to perform the work; and provide examples of prior completed government contracts and other related information. Interested organizations are required to identify their size standards in accordance with the Small Business Administration.� The Government requests that no proprietary or confidential business data be submitted in a response to this notice.� However, responses that indicate the information therein is proprietary will be properly safeguarded for Government use only. Disclaimer and Important Notes.� This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response.� The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate.� Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization�s qualifications to perform the work.� Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.� After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities.� However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality.� No proprietary, classified, confidential, or sensitive information should be included in your response.� The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).��
