- The Government is conducting market research to indentify potential sources that possess the expertise, capabilities, and experience to meet qualification requirements to maintain and update C-130 AIRCAT in support of the C-130 ASIP requirements to include the incorporation of new and updated fatigue fracture growth coefficients and changes in mission profile descriptions used to track service life and inspections. This requirement is for engineering services. Our engineering services strategy is a four-year contract (basic plus three option years) and will continue through FY22. AIRCAT's function: The C-130 Automated Inspection, Repair, and Corrosion, and Aircraft Tracking (AIRCAT) system collects and processes Individual Aircraft Tracking Program (IATP) data to support the C-130 Aircraft Structural Integrity Program (ASIP). C-130 flight data is uploaded to C-130 AIRCAT IAW TO 1C-130-101, stored, and then processed to track C-130 service life. The C-130 Original Equipment Manufacturer (OEM), Lockheed Martin, has developed and delivered the methodology to track C-130 fracture growth. The USAF C-130 ASIP Managers (AFLCMC/WLNE) use this methodology in C-130 AIRCAT to calculate service life as required by AFI 63-140 and MIL-STD-1530D. The OEM is under contract to deliver periodic updates to the crack growth data used in C-130 AIRCAT. In addition to the IATP functions, C-130 AIRCAT: processes Technical Assitance Requests in accordance with Technical Order (TO) 00-25-107; collects inspection finding data via the Inspection, Crack/Corrosion, And Repair Reporting (ICARR-3D) tool; provides individual aircraft inspection tracking capability; performs structural analsyses via the Stress Tool module; contains a repository for engineering reports; and generates engineering reports based on AFLCMC/WLNE defined queries.
