Description
This Special Notice is a Notice of Award to Rentzel Pump Manufacturing, LP, for three close coupled vertical turbine pumps and components for the Canyon Ferry Dam. The Bureau of Reclamation has determined not to compete this contract, pursuant to the Federal Acquisition Regulation (FAR) 13.106-1(b)(1), Soliciting from a Single Source and (FAR) 6.302-2, Unusual and Compelling Urgency. Only certain components of the sump pump system are being replaced, and only Rentzel Pump Manufacturing manufactures compatible replacement parts. The Dam�s sump pumps are required to keep the lower galleries of the Canyon Ferry Dam from becoming inundated with reservoir water. The pumps collect the water that is captured in the drain system within the dam and pump this water up so that it drains into the Missouri River. Without these pumps operating, all the galleries between elevation 3605 feet and 3660 feet would fill with water. There are electrical components in these galleries, which would become damaged if this were to happen. Also, access to these galleries would be lost until the pumps were operable again. Access to these galleries is necessary for normal operation and maintenance of the dam. Currently, only sump pump #3 is operational, with pumps #1 and #2 being out of service. For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract deem only one source reasonably available. This procurement was conducted using Simplified Acquisition Procedures with only one source reasonably available as well as urgent and compelling due to the reasons stated above.
