Description
General Services Administration (GSA) seeks to lease the following space: State: Washington Delineated Area: North: Northern boundaries of the city limits of Des Moines to the west of I-5 and the city limits of Kent to the east of I-5. South: Anything south of I-5 within 3.5 driveable miles to the entrance of a I-5 on ramp. The south western boundary is the western edge of the Tacoma Central Business District. East: Anything between the northern and southern boundaries that is east of I-5 within 3.5 driveable miles to the entrance of a I-5 on ramp. West: Anything between the northern and southern boundaries that is west of I-5 within 3.5 driveable miles to the entrance of a I-5 on ramp. See attached map. Minimum Sq. Ft. (ABOA): 48,670 Maximum Sq. Ft. (ABOA): 49,999 Space Type: Office Parking Spaces (Total): 23 reserved, of which 4 must have electric vehicle charging points Full Term: 20 years Firm Term: 15 years Additional Requirements: A. Class A space required. B. Neighborhood and Parking: Inside City Center: Space shall be located in a prime commercial office district with attractive, prestigious, and professional surroundings with a prevalence of modern design and/or tasteful rehabilitation in modern use. Streets and public sidewalks shall be well maintained. The parking-to-square-foot ratio available on-site shall at least meet current local code requirements, or in the absence of a local code requirement, on-site parking shall be available at a ratio of one (1) space for every 1,000 RSF of Space. C. Neighborhood and Parking: Outside City Center: Space shall be located 1) in an office, research, technology, or business park that is modern in design with a campus-like atmosphere; or, 2) on an attractively landscaped site containing one or more modern office Buildings that are professional and prestigious in appearance with the surrounding development well maintained and in consonance with a professional image. The parking-to-square-foot ratio available on-site shall at least meet current local code requirements, or, in the absence of a local code requirement, on-site parking shall be available at a ratio of three (3) spaces for every 1,000 RSF of Space. D. Walkability and Amenities: 1. Employee and visitor entrances of the Building must be connected to public sidewalks by continuous, accessible sidewalks. 2. A variety of employee services, such as restaurants, retail shops, cleaners, and banks, shall be located within the immediate vicinity of the Building. The primary functional entrance of the Building shall be within safely accessible, walkable 2,640 foot distance of at least seven (7) instances of amenities, two of which must be inexpensive or moderately priced fast-food or eat-in restaurants. The remaining five (5) instances must fall within at least 2 of the Diverse Use Categories: Food Retail, Community-Serving Retail, Services, and Civic and Community Facilities. To be considered, amenities must be accessible from the Building by continuous sidewalks, walkways, or pedestrian crosswalks. Amenities must be existing or the Offeror must demonstrate to the Government�s reasonable satisfaction that such amenities will exist by the Government�s required occupancy date. E. Transit Accessibility: Stops for two or more public bus, light rail, or streetcar lines usable by tenant occupants and their customers shall be located within the immediate vicinity of the Building, but generally not exceeding a safely accessible, walkable 1,320 feet from the principal functional entrance of the Building, as determined by the LCO. If a qualifying transit route has multiple stops within the required walking distance, only trips from one stop are counted towards the threshold. Transit service must be existing or the Offeror must demonstrate to the Government�s reasonable satisfaction that such transit service will exist by the Government�s required occupancy date. F. Loading area with pathway and doubledoors into building to allow movement of pallets required. G. Offered space must be located on a single, or contiguous, floor(s), with no more than one floor partially occupied by the Government. Floor plates must be no less than 8,500 ABOA SF. If offered space is above the ground floor, an elevator must be able to accommodate a flatbed cart measuring 48� long x 24� wide and have a load capacity of at least 2,500 lbs. H. 250 (a portion of which is accounted for in number of parking stalls that are provided onsite in either B or C above) commercially available public parking spaces must be located within a safely accessible, walkable 1,320 feet from the principal functional entrance of the Building, as determined by the LCO. I. Offered space must be seismically compliant and Energy Star rated. Offered space must meet Government requirements for fire safety, accessibility, seismic, and sustainability standards per the terms of the Lease. A fully serviced lease is required. Offered space shall not be in the 100 year flood plain. Expressions of Interest Due: August 5, 2019 Market Survey (Estimated): September 4, 2019 Offers Due: October 10, 2019 Occupancy (Estimated): August-September 2021 Expressions of interest must include the following information: 1. Building/site name and address and location of the available space within the building/site; 2. Rentable square feet available and expected rental rate per rentable square foot (for each space type: Office and Warehouse), showing the rent broken into Shell rent and Operating expense rent; 3. ANSI/BOMA office area-(ABOA) square feet to be offered and expected rental rate per ABOA square foot, fully serviced. Indicate whether the quoted rental rate includes an amount for tenant improvements and state the amount, (if any); 4. Date of space availability; 5. Building ownership information; 6. Amount of parking available on-site and its cost. Include whether expected rental rate includes the cost of the required Government parking, (if any); 7. Energy efficiency and renewable energy features existing within the building; 8. List of building services provided; 9. Date of building construction or last major renovation (state whether or not building is compliant with RP8 seismic standards); 10.One-eighth inch scale drawing of proposed space offered or marketing brochure illustrating the floor plans and proposed space, or proposed site layout; 11.Name, address, telephone number, and email address of authorized contact; 12.In cases where an agent is representing multiple ownership entities, written acknowledgement; 13.Your letter must include the RLP # listed above and be emailed or mailed to the Primary point of Contact; If the expression of interest letters do not have all of the information listed above they may be considered unresponsive.
