- INTENT TO SOLE SOURCE The Department of Veterans Affairs, Network Contracting Office 5, intends to enter into a sole source procurement for a (omni tract set, wish bone, snap clamp products) for the Washington DC VA Medical Center, 50 Irving St NW, Washington, DC 20422. Intent to Sole Source Award to a Small Business, the Department of Veterans Affairs intends to award a sole source, firm-fixed price purchase order to Company Name: Buffalo Supply Address: 650 Coal Creek Drive Suite A , Lafayette, CO 80026 Phone: 800-366-1812 The associated North American Industry Classification System (NAICS) Code is (339112) and the Business Size Standard is (1000) employees. Justification: It is the Government s belief that the Acquisition Plan Action ID: 36C245AP0795 1. Contracting Activity: Department of Veterans Affairs, VISN 05 Station 0688, Washington DC VA Medical Center Medical Center. 2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: Instruments needed to increase our inventory of the Omni Tract sets from 1 to 3 sets. 3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Omni Tract set is needed for Major Vascular procedures. Currently, we have only one Omni Tract set and no back-up. Customer requires one to always be available on the emergency cart. Customer experienced multiple situations in the past with mixed unmatched parts for this system from multiple companies causing problems and delays because the parts do not function together; customer cannot use equivalent products. 4. Description of market research conducted and results or statement why it was not conducted: market research conducted via EBUY posting for a 5 day sources sought to 47 potential GSA vendors resulted in zero response for exact match item. A 7 day sources sought was posted to FBO resulted in a zero response for exact match item. Market research yielded no history of IFCAP or previous vendor purchase order for omni set, wishbone and fast clamp products exist. The estimated value of this acquisition is approximately ($55,000.00). The estimated award date is on or before (March 3, 2020). This notice of intent is not a request for competitive proposals or quotes. Interested parties may identify their interest and capability to respond to the requirement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Interested persons may identify their interests and capability to respond to this requirement no later than 1:00 PM Eastern Time, Feb 25, 2020. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to meet the subject requirement. This information shall be provided at no cost or obligation to the Government.
