Description
The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order of afield-based motion capture systemto Xsens North America Inc. NIOSH research requires motion analyses of work activities in both laboratory and field. The proposed system is capable of measuring body motion in the field with accuracy comparable to the accuracy of the current laboratory-based system. The proposed system can also be integrated into the existing motion capture system (Optitrack and Montion Monitor Analysis Program) in the NIOSH Taft Labs. The proposed vendor is the only source reasonably available for NIOSHs particular research requirements because its unique research capability and compatibility with the existing system NIOSH has. The proposed vendor has patented sensor fusion technology that contributes to the high accuracy of their wireless system for measuring motion of multiple body segments in the field. In addition. it is the only field-based motion capture system on the market that can measure accurate whole body movements at high sample rates up to 1000Hz. Moreover, It is the only vendor that provides wearable sensors capable of measuring 3 dimensional global position of 23 body segments and in particular vertical displacement of the sensor locations for a long period up to 8 hours. Data collected with the systemcan also be integratedintoNIOSH""s c u r rent l aboratorybased systems for further data analysis. These features are critical and required for NIOSH research. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within five (5) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any quotation/response should be emailed to contract specialist at pyx9@cdc.gov by COB 02-27-2020.
