Description
NOAA Fisheries intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1) with MSDS Online for continued online MSDS database repository.� The contractor shall provide access for up to six (6) NOAA Fisheries representatives as local administrators and one (1) Overall NOAA Fisheries administrator.� The vendor and system must continue to be an easy-to-use system to meet HazCom/Lab Safety compliance requirements. Be designed as an electronic MSDS/SDS binder for mid- to large-size companies with multiple facilities. Allow for centralizing compliance across the NOAA Fisheries Centers and Offices. Ensure everyone in NOAA Fisheries has immediate access to MSDS/SDS documents and other safety information. �Be under one account and have multiple site administrators with access to a database with indexed and searchable MSDS/SDSs. Have resources to search for and obtain MSDS/SDSs which are not contained in the database.� Allow NOAA Fisheries to upload an MSDS/SDS where no other is available.� Allow administrators to call up site-specific MSDS/SDS inventories. Allow each site administrator access to MSDS/SDS management features, allowing them to organize a site in the manner best suited to the site.� Allow all employees to have read-only access to MSDS/SDSs for their worksites. Be available for access whenever employees are at work.� Be available for access from remote sites when emergency treatment of an employee requires information be provided to a health care professional.� Be able to download MSDS/SDS collection to portable storage media device, for remote locations where Internet access is limited or unavailable. Be able to let employees access and print secondary container labels.� Data Security and Back-Up Information Requirements: Application Security: Authentication � username/password only access to Web application.� Authorization � access control enforced at all levels. Segregated accounts � data for each customer is safely partitioned using a multi-tenancy model. Database security:� Access restricted to administrators. Regularly Scheduled Database Backup. Network/WAN Security: Secure Sockets Layer (SSL) � VeriSign secure, 128-bit RSA encryption for all transactions. Secure firewall surrounds web-based platform. Redundant Web server architecture provides uninterrupted service in the event of failure. Continuous virus scan. Physical Security: Service housed in secured area. Restricted access to all secured areas. NOAA Fisheries and associated projects are currently using MSDS Online Data base to comply with the regulations. This data base has thousands of saved records across all line offices nationwide. Due to the cost and associated time with recreating thousands of records associated with safety data sheet data base and storage of required records it is unreasonable to switch to another data base. �MSDS Online currently contains over 10,000 of Fisheries Material Safety Data sheets across all line offices. Recompiling the current database for each project would time and labor intensive. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide the items as described that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this notice. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
