- Synopsis for Solicitation N0018920Q0100 NAVSAFECEN Norfolk, VA 23511 NAVSUP Fleet Logistics Center, Norfolk, Contracting Department, Norfolk VA, 23511-3392, intends to negotiate a sole source firm fixed price contract to provide SAFTE-FAST program renewal support of Naval Safety Center (NAVSAFECEN) Norfolk, VA 23511. The procurement is being conducted as a commercial item acquisition in accordance with FAR Part 12�Acquisition of Commercial Items and 13, Simplified Procedures for Certain Commercial Items. The acquisition department�s small business office concurs with this determination. The applicable North American Industry Classification System (NAICS) code for this acquisition is 511210� Software Publishers with a size standard of $41.5 Million. The Government requests an all or none sole source Firm Fixed Price quote for SAFTE-FAST program renewal in support of Naval Safety Center (NAVSAFECEN) Norfolk. The resulting contract will be for the period of a twelve (12) month base year (starting on 27 February 2020) and four (4) twelve month option years. Priced quotes will be due on the closing date of subject RFQ and must be held firm for thirty (30) days. This notice is NOT a request for competitive quotations; however, all responsible sources may submit a capability statement or quotation within three (3) calendar days of the date of this synopsis, which will be considered by the agency. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the secretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative written responses advantageous to the Navy are received within three (3) calendar days after publication of this notice, SAFTE-FASTE will be solicited to provide the required services. Vendor is required to submit their quote in writing directly to the Contract Specialist, Stacey Dixon at stacey.dixon@navy.mil no later than Tuesday, 25 February 2020 at 11:00 AM EST.� NOTE: Only electronic submissions shall be accepted. Hand-carried or faxed quotes will not be accepted. A complete Request for Quotation (RFQ) package will be available for downloading at the Beta.Sam.Gov Website: https://beta.sam.gov/ on or about 19 February 2020. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; this office will no longer issue hard copy solicitations. By submitting a quote, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the quote. By submission of a quote, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award.
