- The U.S. Bureau of Reclamation, Upper Colorado Region, is issuing this sources sought notice to determine the availability and capability of small business sources for a contemplated service contract titled: Pojoaque Basin Regional Water System (PBRWS) Phase 2 Collection and Depiction of Existing Subsurface Utility Data. This notice is a tool to identify small businesses that have both the technical expertise and capability to accomplish the work required for PBRWS Phase 2 Collection and Depiction of Existing Subsurface Utility Data and is for informational purposes only. Information obtained through this notice may be used to determine the potential for issuing a future solicitation for this project as a total small business set-aside, and to provide input for the Government�s overall acquisition strategy. The PBRWS was authorized by Title VI of the Claims Resolution Act of 2010, also known as the Aamodt Litigation Settlement Act (Act), P.L. 111-291, 124 Stat. 3064). The Act authorizes the Secretary of Interior, acting through the Commissioner of the Bureau of Reclamation (Reclamation), to plan, design, and construct a regional water system in the Pojoaque Basin (the Project) in Santa Fe County (County), New Mexico. This Project is intended to provide a system to divert water from the Rio Grande for certain Pueblos (Namb�, Pojoaque, San Ildefonso, and Tesuque) and Santa Fe County (County) residents in the Pojoaque Basin. The PBRWS is intended to provide a clean reliable source of drinking water, decrease reliance on diminishing groundwater supplies that may have impaired water quality, provide a source of water for fire suppression, and provide for future growth in the area. The PBRWS will have the capacity to divert from the Rio Grande a quantity of water sufficient to provide annually up to 4,000 acre-feet for consumptive use. On September 11, 2019, the Record of Decision was signed for the Final Environmental Impact Statement for the Pojoaque Basin Regional Water System. The transmission pipeline for the PBRWS will be a bulk water supply pipeline designed to meet existing and future municipal and industrial water demands in the project area. The PBRWS project is being administered through Reclamation's Upper Colorado Region, Albuquerque Area Office (AAO). The project has been divided into Design Build and Design Bid Build portions. The Reclamation Technical Service Center (TSC) in Denver, Colorado, is responsible for final design of the Design Bid Build portion of the project. This is NOT a Request for Proposals or an Invitation for Bids, and does not constitute any commitment by the Government. No reimbursement will be made for any costs associated with providing information in response to this notice. All interested sources must respond to future solicitation announcements separately from responses to the sources sought notice. The NAICS code for this project is 561990 Locating underground utility lines prior to digging, with a small business size standard of $12 million. DESCRIPTION OF WORK: The U.S. Bureau of Reclamation, Upper Colorado Region, has a requirement for construction work on PBRWS Collection and Depiction of Existing Subsurface Utility Data. The principal components of work for the PBRWS Collection and Depiction of Existing Subsurface Utility Data include , but are not limited to providing the following: Provide sub-surface utility locating, identification, and mapping services while adhering to the ASCE 38-02 Standard Guideline for the Collection and Depiction of Existing Subsurface Utility Data. Quality Levels A and B investigations will be performed as a part of this scope for the corridors listed below. 1. The Government will provide to the Contractor one AutoCAD DWG file with previously surveyed planimetric features of the project site. The DWG file is set to the project coordinate system NAD83 New Mexico State Planes, Central Zone, US Foot. 2. Within the above defined Reclamation-provided DWG file are Autodesk Civil 3D alignments of proposed water lines. The alignments are identified as: a. Stage 1 i. NT01 ii. NDP19 b. Stage 2 i. CT01 ii. CT02 iii. TT01 iv. TT02 v. TT03 vi. TT04 vii. TT05 viii. TT06 ix. TT07 x. CDPC01 xi. NDP25 xii. PDC01 xiii. PDPC01 c. Stage 3 i. BT01 ii. BT02 The remainder of the statement of work is attached to this notice. The estimated magnitude of this project is between $1,000,000 and $5,000,000. LOCATION OF THE WORK: The contract work will take place within Santa Fe County. Work will be performed on land owned by Namb� Pueblo, Pojoaque Pueblo, Tesuque Pueblo, and Santa Fe County. INFORMATION REQUESTED: When responding to this notice, respondents are asked to provide the following information: 1. Firm�s name, address, point of contact, phone number, email address, DUNS number. 2. Business classification, to include size and any additional socioeconomic classification(s) 3. Brief capabilities statement that addresses experience performing similar projects as a prime contractor. 4. Listing of up to a maximum of three previous and/or current projects where the firm has successfully performed similar to the work described in the attached draft statement of work.
