Description
Cayuse Cove Slope Stabilization - This announcement intended to identify potential small businesses to perform this potential construction project. Small business concerns may include, but are not limited to 8(a) Small Business, Disadvantaged Small Businesses, HUBZone Small Business, Woman-Owned Small Business and Service-Disabled Veteran-Owned Small Business concerns that may be interested in performing a contract for the Columbia Pacific-Northwest Interior Region 9 of the Bureau of Reclamation. The work to be performed is described below. Based upon response to this announcement, the Government may determine to set this acquisition aside or proceed with an unrestricted solicitation. The applicable North American Industry Classification System (NAICS) Code is 237990 (Other Heavy and Civil Engineering Construction) and the related small business size standard is $39.5M. This notice is not a request for proposal or invitation for bid and the information presented in this announcement will not obligate the Bureau of Reclamation in any manner. The estimated construction cost of this project is between $1,000,000 and $5,000,000. The work is located at Lincoln County, Washington. No entitlement to payment will arise as a result of contractor submission of information in response to this source sought notice. Interested parties should include the following information in their response: (a) Business name, address, cage code, size classification based on NAICS size standard, socioeconomic classification (i.e. HUBZone and/or 8(a)), and a point of contact; (b) A positive statement of your intention to submit an offer for this solicitation as a prime contractor; (c) Brief capabilities statement that addresses experience performing similar projects as a prime contractor; and Construction bonding level, aggregate and per contract. All interested parties are encouraged to respond to this notice, by e-mail to lfleming@usbr.gov not later than 1:00 PM MST on Wednesday 3/11/2020. The information provided in this announcement is all information the Government has available at this time. There are no specifications, drawings, bid packages, or source lists available. Prospective contractors MUST be actively registered in the System for Award Management (SAM) database at http://www.sam.gov to be eligible for award. SYNOPSIS OF WORK The Department of Interior, Bureau of Reclamation, Columbia Pacific-Northwest Region requires bank stabilization along the Spokane Arm of Lake Roosevelt in northeastern WA. Approximately 950 linear feet of the shoreline bank is actively eroding from wave action when the lake is near the full pool water surface elevation. This project would stabilize the shoreline and halt bank erosion at the Cayuse Cove project site through the installation of fill-covered gabion baskets and a cellular containment system (Geoweb or a similar product) that would be reinforced with plantings of native shrub seedlings and grass seeds. Project staging would occur approximately eight (8) miles downstream of the project site at Porcupine Bay Campground. Staging area is on Reclamation withdrawn lands that is managed by the National Park Service. Construction of the slope stabilization system would be barge-based and occur in three (3) phases to coincide with funding and the fluctuation of the water surface elevation of Franklin D. Roosevelt Lake. The water surface elevation must be below elevation of 1283.0� in order to start construction of all phases (generally from mid to late August through the end of September). Work is located approximately 42 miles East of Grand Coulee, WA. in Lincoln County. The period of performance is expected to be approximately 44 months from the date of award.
