Sources Sought Notice This is a Sources Sought announcement only, this is NOT a Request for Quote. The purpose of this notice is to conduct market research and obtain information from qualified vendors with special interest. No solicitation is being issued at this time. This notice shall not be construed as a commitment by the Government to ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. The U.S. Department of Veterans Affairs, Network Contracting Office 2, and the Stratton VA Medical Center in Albany, NY anticipate a purchase order for the following: RADIO PAGING SYSTEM (See Statement of Work (SOW) on Page 2) The applicable North American Classification System (NAICS) Code for this requirement is 334290 (Other Communications Equipment Manufacturing). Interested vendors are reminded that in accordance with FAR 4.12, prospective contractors shall complete electronic annual representations and certifications in conjunction with FAR 4.11 required registration in the System for Award Management (SAM) database prior to award of contract. Responses should address how you will meet the Government s needs according to the description below and provide a brief capability statement. Please include product literature that specifically addresses the technical requirements. DO NOT SEND QUOTES AT THIS TIME Stratton VA Medical Center Albany, New York Request for Services - Statement of Work (SOW) Replace Pager System Radio Background: Stratton Veterans Administration Medical Center, located at 113 Holland Ave, Albany NY 12208 is requesting all labor, materials, equipment and travel to replace our current Zetron pager system. The current redundant system has been in service for approximately 20 years. The hard drive failed on the B side and the equipment is unable to be repaired. This request is for a direct replacement based on current configuration. Since we have been unable to repair the B side of the system the reliability is questionable, and the system has no redundancy which can lead to severe degradation during code blue calls and other pages. Scope of Work: 1. Replace existing Zetron system with a new Zetron 2200 system A & B sides. - Current Configuration: - Zetron 2200 redundant hot standby auto switch paging terminals. - Part# 905-0008 - Model# dqpc2200 Motorola. - Ser#s 00939-126. - Option# 901-9050. - FCC# EYB5Q5-19269-OT-E. - Ring EQ 0.48. - ZETRON Model 2200 ISA Bus Motherboards - 702-9502A - 702-9502B - Six phone lines per terminal. - Two station cards, and one multiport per each terminal. - Printer and voice options. - Zbase software. 2. In order to keep the pager system operational always, this work requires the removal of the B-side installation, integration and testing of new B-side. Than removal of the A-side and installation, integration and testing of new A-side radio. 3. System Requirements; - Physical: General Standard Model 2200 are equipped with a hard disk for system software, subscriber database, and voice storage, as well as an autobaud modem for remote programming, diagnostics, and factory support. Environmental: +40� to +120� F. (+5� to +50� C.), 10,000 ft. (3,000 m.) altitude, 8% to 80% relative humidity, non- condensing. Power (Model 2100): 115/230 volts AC +/- 10%, 47-63 Hz AC input 150 Watts maximum. Power (Model 2200) 115/230 volts AC +/- 10%, 47-63 Hz AC input 40-70 volts DC DC input option 300 Watts maximum. TAP Capabilities Inbound TAP: Via telephone line modems or direct RS-232 connection (up to 16 ports). Out dial TAP: Up to 32 different destinations via single external modem. TNPP Capabilities Maximum nodes supported: 64 Telco Interface Types: Central office DID selector-level (up to 7-digit feed), End-to-End loop and ground start (ring and over dial), PABX 2-wire trunk, E&M Type I 2-wire audio, Local Access telephone set for priority override. E&M Type 2 with 4-wire audio available as a separate interface. Line Coupling: 600-ohm Transformer, adjustable balance duplex hybrid. Input: DTMF (0-9, *, #, A-D), Dial Pulse (0-9) 300/1200 baud modem Dual Dial Click Decoder. Radio Transmitter Interface Configurations: Transmit only Paging, Transmit/ Receive Talk-back Paging. - Signaling Formats Analog: 2-tone sequential, 5/6-tone analog Digital: Multitone Mark IV / V / VI / VII, POCSAG (512, 1200, and 2400 aud), Golay Sequential Code (GSC), NEC D3, D4, and FLEX (1600 baud). Transmit Audio: Balanced 600-ohm transformer, selectable flat tone or -6 dB per octave de-emphasis @ 300-3000Hz, selectable flat voice or +6 dB per octave pre-emphasis. Format Encoding: Analog frequency accuracy +/-0.02%, analog tone distortion less than 0.2%, digital data stability +/- 2 ppm Remote Control: Motorola PURC (sequential signaling of up to 16 transmitter zones per channel), Quintron SCM/SCU, tone formats. Four binary TTL leads provide information for outboard controller units to select up to 16 transmitter zones per channel. Voice Capabilities (Optional) Independent Voice Channels: 14 or 28, each dynamically allocated to trunks on an as-needed basis. PageSaver Voice Message Retrieval: 72 hours voice storage, 999-second max. voice message length, 100 messages per subscriber max. (50 messages per mode), max. message retention time is 255 hours. - System Peripherals: Zetron 2200 Paging Terminal (2ea) Logging Recorder Standby System Controller (2ea) Line Transfer Panel Power Supply (2ea) Tele Interface Card Radio Interface Card (2ea) Voice Controller Punch Down Blocks. Computer for system with Z-Base Software preloaded. 3. All work must be conducted in accordance with: a. Federal Communications Commission, (FCC) CFR, Title 47: Part 47. b. Chapter XVII OSHA standard Subpart 35 Compliance with NFPA 101, & Subpart 268 Telecommunications. Provided by VA Pager radios. These were replaced 6 months ago. Inspection Provide all required inspections and performance verification testing of the new system. Period of Performance The period of performance for this service is 1 week to start after all materials have arrived and notice to proceed has been given. Place of Performance All services will be performed at the Stratton VA Medical Center, 113 Holland Avenue, Albany, NY 12208. Other Related Services (Not Included in the Scope of Work) Any services not expressly stated in this statement of work are not authorized. No other person, including the COR or any other VA personnel are authorized to request additional work be performed by the contractor. Any additional services performed that are not authorized by the contracting officer will be considered inclusive.
